Job Overview: The Data Engineer position is crucial for the successful implementation of the Labour MarketInformation System (LMIS) in Qatar, which aims to enhance the availability and analytical use of labor market data for effective policymaking. The role involves working closely with the Decision-Support and Data Science Division (DS&DSD) of ESCWA, which is responsible for developing advanced data platforms and analytical tools. The Data Engineer will be tasked with designing, building, and maintaining ETL/ELT pipelines, automating data ingestion from various sources, and ensuring data quality and validation. This position requires collaboration with Data Scientists and Full Stack Web Developers to ensure the delivery of clean and reliable data, as well as the creation of comprehensive technical documentation. The consultant will also be expected to stay updated with emerging technologies and industry trends, contributing to the testing and evaluation of new products and tools.
Duties and Responsibilities: The Data Engineer will have a comprehensive set of responsibilities that include:
Designing, building, and maintaining ETL/ELT pipelines to facilitate data processing.
Automating the ingestion of data from diverse sources, including databases, APIs, and streaming services.
Implementing rigorous data validation and quality checks to ensure data integrity.
Utilizing cloud platforms such as Azure to develop cloud-based data solutions.
Collaborating with Data Scientists and Full Stack Web Developers to provide clean and reliable datasets.
Creating and maintaining detailed technical documentation, including user manuals, training materials, and product specifications.
Providing ongoing support for deployed data pipelines, including version control and data recovery processes.
Researching and staying informed about emerging technologies and industry trends, actively participating in the testing and evaluation of new products and tools.
Required Qualifications: Candidates must possess a minimum of a high school diploma, along with a certification or degree in Information Systems, Information Technology, Computer Science, Statistics, or a related field. It is essential for all applicants to submit a copy of their required educational degree, as incomplete applications will not be considered. Additionally, candidates must have a minimum of 5 years of professional experience working with Python, SQL, cloud environments, container orchestration (Kubernetes), and DevOps automation. Strong analytical, problem-solving, and communication skills are also required, along with knowledge in database design and development using MS SQL Relational Database. Familiarity with semantic modeling, knowledge graphs, and AI/ML integration for data systems is considered desirable.
Educational Background: The educational background required for this position includes at least a high school diploma, with a preference for candidates holding a certification or degree in relevant fields such as Information Systems, Information Technology, Computer Science, or Statistics. This educational foundation is critical for understanding the technical aspects of data engineering and the tools and technologies used in the role.
Experience: The position requires a minimum of 5 years of professional experience in the field of data engineering or a related area. Candidates should have hands-on experience with programming languages such as Python and SQL, as well as familiarity with cloud environments and container orchestration technologies like Kubernetes. Experience with DevOps automation practices is also essential, as the role involves automating data processes and ensuring efficient data management.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Arabic is desirable, given that it is a working language of ESCWA. Fluency in this context means being rated as 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of Arabic should be rated as 'confident' in at least two of the four areas, which indicates a good level of proficiency in the language.
Additional Notes: This position is offered on a local basis, meaning that the incumbent must have the legal right to live and work in Lebanon. The expected duration of the contract is 6 months, and the work location is hybrid, allowing for a combination of remote and on-site work.
