Job Overview: The Programme Analyst position is integral to UN Women's India Country Office and the Regional Office for Asia and the Pacific (ROAP). This role focuses on transforming care systems as a pathway to women's economic empowerment, aligning with the UN Women Strategic Plan 2026–202
The incumbent will engage with various stakeholders, including government agencies, UN entities, and civil society organizations, to implement integrated care initiatives that promote quality care provision and professionalization of the care workforce. The position requires a balance of responsibilities between national and regional priorities, ensuring effective management of the care systems portfolio and contributing to the overall mission of UN Women.
Duties and Responsibilities: The Programme Analyst will be responsible for providing substantive programme and technical support to initiatives aimed at transforming care systems. Key duties include:
Strategic Portfolio Development: Contributing to the development and positioning of the care systems portfolio, providing technical inputs for integrated care initiatives, and supporting partnerships with UNDP and other stakeholders.
Programme Implementation: Leading coordination and technical oversight of care systems initiatives, monitoring performance, and ensuring compliance with UN Women procedures.
Policy Advisory: Providing technical advisory support to government ministries on strengthening care systems and engaging with donors and partners.
Partnerships and Resource Mobilization: Developing strategic partnerships and resource mobilization strategies to advance care systems.
Evidence Generation: Contributing to research and knowledge management on care systems transformation and documenting learnings from initiatives.
Required Qualifications: Candidates must possess strong analytical and research skills, with a good understanding of care systems and gender equality frameworks. They should have experience in programme formulation, implementation, monitoring, and evaluation, with knowledge of Results-Based Management principles. The ability to identify trends and opportunities in care systems financing is essential, along with sound knowledge of monitoring and evaluation frameworks. Candidates should demonstrate the ability to develop multi-stakeholder partnerships and produce high-quality knowledge products.
Educational Background: A Master’s degree or equivalent in Social Sciences, Gender/Women's studies, Human Rights, International Development Studies, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage.
Experience: A minimum of 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, and donor reporting is required. Experience in Care Economy initiatives under Women’s Economic Empowerment programming is desirable, along with experience in liaising with government agencies and international organizations. Proficiency in using office software packages and web-based management systems is also required.
Languages: Fluency in English and Hindi, with strong reading and writing skills, is required for this position. Proficiency in additional languages may be considered an asset.
