Job Overview:
The position of Local Consultant for Peer-to-Peer Mentoring is integral to the successful implementation of the 2026 Dialogue Academy (DA). The selected consultants will leverage their firsthand experience as alumnae of the DA to co-facilitate the program alongside an international consultant. This role requires a deep understanding of the DA's objectives, particularly in fostering women's participation in decision-making processes. The consultants will be responsible for creating a supportive environment for participants, ensuring they feel empowered to engage actively in all program activities. They will also contribute to the design and delivery of team-building exercises, facilitate discussions, and guide participants through the DA program, ensuring that the learning experience is impactful and meaningful.

Duties and Responsibilities:
The Local Consultant will have a range of responsibilities, including co-designing and co-delivering team-building exercises that promote collaboration and trust among participants. They will work closely with the international consultant to deliver sessions and panels, ensuring that the program runs smoothly. Daily support for participants will be crucial, as the consultant will need to provide feedback, answer questions, and assist with logistical issues. Additionally, the consultant will be responsible for documenting sessions, compiling participant feedback, and preparing evaluation reports. They will also facilitate networking opportunities and maintain open communication with participants to address any concerns throughout the program.

Required Qualifications:
Candidates must possess a university degree in political science, international relations, social sciences, gender studies, or relevant professional experience. They should be alumnae of the OSCE Dialogue Academy for Young Women and have strong communication and interpersonal skills. The ability to work collaboratively with diverse groups and manage group dynamics is essential. Experience in program facilitation and delivering training sessions is required, along with a good understanding of the socio-political context of the region. Availability to commit to the DA program schedule is necessary, and proficiency in English and either Albanian or Serbian is mandatory. OCN accreditation in mediation and conflict resolution is a strong asset but not mandatory.

Educational Background:
A Bachelor's Degree (First-level university degree or equivalent) in a relevant field such as political science, international relations, social sciences, or gender studies is required for this position. This educational background will provide the necessary theoretical framework and understanding of the socio-political dynamics relevant to the role.

Experience:
Candidates should have prior experience in program facilitation, particularly in contexts that involve diverse audiences. Experience in delivering training sessions and managing group dynamics is crucial for ensuring effective engagement and participation among attendees. Familiarity with the OSCE's initiatives and a history of involvement in similar programs will be advantageous.

Languages:
Fluency in English is mandatory, along with proficiency in either Albanian or Serbian. These language skills are essential for effective communication with participants and for facilitating discussions during the program. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a duration of 13 working days. The consultants will be expected to start on June 10, 2026, and the position is part-time, focusing on the specific dates of the DA program. Remuneration will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
