Job Overview:
The position of Articulador(a) Territorial is crucial for the successful implementation of the Horizontes Amazonía program in the Condorcanqui province of Amazonas, Peru. This role involves coordinating the program's territorial implementation, ensuring inter-institutional collaboration, and providing support to targeted educational institutions. The consultant will be responsible for planning, monitoring, and reporting on the program's activities, which aim to enhance the educational experience of adolescents in the Amazon region. The position requires frequent travel to various districts and communities, necessitating residence in Condorcanqui during the contract period. The consultant will work closely with educational leaders and community representatives to promote educational development and ensure that the program meets its objectives.

Duties and Responsibilities:
The Articulador(a) Territorial will have a comprehensive set of responsibilities, including:
  • **Territorial Management**: Plan and manage activities related to the program, ensuring a bilingual, intercultural, community-focused approach. Design and implement an annual activity plan in collaboration with educational institutions and communities.
  • **Institutional Coordination**: Support the organization of activities, technical visits, and workshops involving targeted educational institutions and communities. Represent the program in public and private spaces as needed.
  • **Pedagogical Support and Capacity Building**: Monitor and support the implementation of educational projects, ensuring culturally and linguistically appropriate technical assistance. Identify capacity-building needs among educational leaders and teachers.
  • **Protection and Safeguarding**: Coordinate efforts to protect students and ensure their retention in school, addressing issues related to dropout rates and violence.
  • **Community Participation and Interculturality**: Promote community consultation and participation, ensuring cultural relevance and legitimacy in program implementation.
  • **Knowledge Management and Reporting**: Manage information and develop reports for continuous institutional improvement, including periodic reports and documentation of best practices.
  • **Additional Activities**: Participate in national planning with the Horizontes Amazonía team and perform other tasks as requested by UNESCO representatives.

Required Qualifications:
Candidates must possess a university degree in education, social sciences (sociology, anthropology, social work), or human sciences (psychology). A postgraduate degree or specialization in education, social inclusion, human rights, and bilingual intercultural education is desirable. Additionally, candidates should have a minimum of three years of professional experience in development or educational projects, particularly in vulnerable populations, and at least two years of experience in educational programs in the Amazon region. Experience working with indigenous communities, especially with the Awajún and Wampis populations, is considered an advantage. Experience in rural education and bilingual intercultural education will also be valued.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as education, social sciences, or human sciences. A postgraduate degree or specialization in areas related to education, social inclusion, human rights, and bilingual intercultural education is highly desirable and will enhance the candidate's profile.

Experience:
The position requires a minimum of three years of general professional experience in development or educational projects, particularly with vulnerable populations. Candidates should have at least two years of experience working on educational programs in the Amazon region and two years of experience working with indigenous communities. Experience with the Awajún and Wampis populations will be considered a significant advantage, as will experience in rural education and bilingual intercultural education.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication. Knowledge of Awajún and/or Wampis is desirable and will be considered an asset, as it enhances the ability to engage with local communities effectively.

Additional Notes:
The contract is for a duration of seven months, subject to budget availability and satisfactory performance evaluation. The position is open to external candidates, and the consultant must be available for travel within the country as required by the program. Travel costs will be covered by the project, following UNESCO's internal regulations. The consultant must not have an active contract or appointment with the State.
