Job Overview: The Digital Specialist position at the World Bank Group is designed for individuals who are passionate about leveraging digital technologies to transform development through innovative solutions. The role is situated within the Digital and AI Vertical Vice Presidency, which supports client countries in enhancing their capacities for digital transformation and the use of artificial intelligence. The Digital Specialist will be instrumental in shaping the technical direction of the Digital Knowledge Center (DKC) in Seoul, ensuring alignment with both the World Bank's corporate priorities and Korea's digital development agenda. This position involves working on a multidisciplinary team to deliver on the DKC's objectives, which include knowledge exchange, operational excellence, and innovation in digital development. The Digital Specialist will engage in policy dialogues, contribute to the design and implementation of flagship knowledge programs, and support the integration of Korean expertise into World Bank operations.
Duties and Responsibilities: The Digital Specialist will have a comprehensive set of responsibilities, including:
Supporting the DKC's work program by providing technical input and ensuring alignment with the Digital and AI Vertical and regional strategies.
Contributing to the preparation and delivery of the DKC's annual workplan, results framework, and reporting.
Participating in policy dialogues and partnership meetings, including those with the private sector and international forums on digital transformation and AI.
Designing and implementing flagship knowledge and operational programs under the DKC's three strategic pillars: strengthening digital and data infrastructure, enhancing digital public services, and fostering an inclusive digital economy.
Collaborating with Korean partners and providing technical inputs to WBG country teams and client governments.
Contributing to operational engagements and pilots supported through the DKC's Innovation Grants Program.
Facilitating collaboration between Korean agencies, WBG, and client countries to ensure effective knowledge transfer.
Monitoring and evaluating the DKC's Results Framework and workplan indicators, and preparing periodic progress reports and budgets.
Required Qualifications: Candidates for the Digital Specialist position must possess a Master's degree or equivalent in fields such as information technology, computer science, engineering, finance, economics, public policy, law, or related disciplines. Additionally, a minimum of 5 years of relevant professional experience in digital transformation, digital policy and regulation, and technology innovation is required. Candidates should have a proven record of delivering analytical and operational work related to digital transformation in developing countries, including experience with complex, multi-stakeholder initiatives. Technical knowledge in at least two domains such as broadband and data infrastructure, digital public infrastructure, or digital economy and AI policy is essential. Strong stakeholder engagement skills and the ability to work effectively as part of a multidisciplinary team are also critical.
Educational Background: The educational background required for the Digital Specialist position includes a Master's degree or equivalent in relevant fields such as information technology, computer science, engineering, finance, economics, public policy, law, or related areas. This advanced education is crucial for understanding the complexities of digital transformation and the associated policy implications.
Experience: The position requires a minimum of 5 years of relevant professional experience in areas such as digital transformation, digital policy and regulation, and technology innovation. Candidates should have experience contributing to the delivery of development programs, particularly in contexts involving complex, multi-stakeholder initiatives. Experience in both public and private sectors, particularly related to digital and AI technologies, is highly valued.
Languages: The mandatory language for this position is English, with a strong command of written and spoken English required. Additionally, proficiency in Korean is preferred, as it will facilitate collaboration with local partners and stakeholders in Korea.
