Job Overview:
The Finance Officer plays a crucial role in implementing and monitoring the financial management activities of NRC's Kadugli field office. This position involves providing support to various core competencies within the organization to ensure effective project implementation. The Finance Officer is responsible for the day-to-day financial operations, ensuring compliance with NRC policies, donor requirements, and legal standards. The role requires a proactive approach to financial management, including the preparation of reports, adherence to financial procedures, and support for training and capacity building of staff. The Finance Officer will also engage with implementing partners, ensuring that financial transactions are processed accurately and timely, and that all financial documentation is maintained according to NRC standards.

Duties and Responsibilities:
The Finance Officer's duties include implementing NRC's financial systems and procedures at the area level, ensuring compliance with NRC policies and donor requirements, preparing and submitting financial reports and analyses, and maintaining proper filing of all financial documents. Specific responsibilities involve supporting the Area Support Manager, verifying vouchers and supporting documents, customizing partnership agreements, conducting meetings with partners, ensuring timely booking of costs into the financial system, preparing bank reconciliations, and acting as the focal point for audits. The Finance Officer will also manage cash and bank transactions, oversee payroll processing, ensure compliance with tax regulations, and maintain accurate financial records. Additionally, the role includes preparing induction plans for new staff and performing other duties as assigned by the Line Manager.

Required Qualifications:
Candidates must possess a university degree in Public Administration, Business Administration, Economics, or a related field. They should have at least 2-3 years of relevant work experience in a similar role within an NGO, demonstrating satisfactory performance. The ideal candidate will have excellent knowledge of Microsoft Office, fluency in written and spoken English, and the ability to work additional hours when required. Strong interpersonal skills, the ability to establish productive relationships with clients, and a proactive approach to problem-solving are essential. Candidates should also have a working knowledge of the Guiding Principles on Internal Displacement and the ability to navigate complex and volatile contexts effectively.

Educational Background:
A university degree in Public Administration, Business Administration, Economics, or a related field is required for this position. This educational background provides the necessary foundation for understanding financial management principles and practices within a humanitarian context.

Experience:
The Finance Officer position requires a minimum of 2-3 years of relevant work experience in a similar functional area, preferably within an NGO. Candidates should have documented results related to the responsibilities of the position, showcasing their ability to perform effectively in a humanitarian or recovery context. Experience in complex and volatile environments is highly valued, as it demonstrates the candidate's capability to adapt and manage financial operations under challenging conditions.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the local context or the populations served by NRC.

Candidates must be physically present in Kadugli to be eligible for this position. The role is full-time and involves supervising one Finance Technical Assistant.
