Job Overview: The Finance and Operations Manager will play a crucial role in the senior leadership team, providing strategic oversight and operational management to ensure the effective delivery of FHI 360’s programs in Burundi. This position requires a forward-thinking leader who can design and implement systems that enhance efficiency, accountability, and financial sustainability. The individual will be responsible for developing financial strategies, overseeing budget planning and execution, managing risk and compliance frameworks, and ensuring transparent reporting to donors and stakeholders. The role also involves optimizing operational processes, strengthening internal controls, and building the capacity of finance, operations, and administrative teams. The Finance and Operations Manager will act as a trusted advisor to the Project Director and senior technical leadership, providing data-driven insights to guide decision-making and resource allocation, while representing the project in high-level discussions with donors, auditors, partners, and government counterparts on financial and operational matters.
Duties and Responsibilities:
Leadership and Strategic Oversight: Provide high-level leadership in financial and operational management, ensuring resources are effectively aligned with program goals and donor requirements. Advise the Project Director and senior leadership team on strategic resource allocation, financial sustainability, and operational efficiency.
Financial Planning, Management, and Compliance: Collaborate with HQ and ESA Hub backstops to lead the development, execution, and monitoring of annual budgets, forecasts, pipelines, and expenditure analyses. Ensure compliance with FHI 360 policies, U.S. Government regulations, and local laws. Oversee internal and external audits, ensuring findings are addressed promptly.
Operational Excellence: Direct procurement, logistics, IT, administration, and general services, ensuring operational systems are efficient and responsive to program needs. Design and implement operational procedures that improve cost-effectiveness and accountability.
Subaward and Partner Management: Oversee financial and operational aspects of subawards, including onboarding, monitoring, compliance, reporting, and close-out. Provide technical assistance to local partners to strengthen financial systems.
Reporting and Stakeholder Engagement: Ensure timely, accurate financial and operational reporting to donors and government counterparts. Represent the project in high-level meetings on finance and compliance issues.
Team Leadership and Capacity Strengthening: Supervise, mentor, and develop finance, operations, procurement, and administrative teams. Foster a culture of accountability and continuous improvement.
Risk Management and Continuous Improvement: Develop tools and systems to support data-driven decision-making and proactive risk management. Anticipate challenges and recommend innovative solutions to strengthen compliance and operational performance.
Required Qualifications:
Comprehensive knowledge of accounting, financial controls, and financial information systems.
Ability to influence, motivate, and negotiate effectively.
Familiarity with state and federal laws impacting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management controls.
Knowledge of automated financial reporting and government accounting practices.
Understanding of Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
Strong organizational, supervisory, leadership, and managerial skills. 1

Educational Background: A Bachelor's Degree or its International Equivalent in Finance, Business Administration, or a related field is required. Professional certifications such as CPA, ACCA, or CIMA are preferred.
Experience: A minimum of 5 years of progressively responsible experience in financial and operational management of large, complex, donor-funded programs is required, with at least 3 years in senior leadership roles. Demonstrated expertise in managing U.S. Government-funded awards and a proven track record in strategic financial planning, risk management, compliance, and leading audits for multi-million-dollar projects is essential. Strong experience in operational management, including procurement, logistics, IT, and administration in international development settings is also necessary.
Languages: Fluency in English and French is required; knowledge of local languages is considered an asset.
Additional Notes: The expected hiring salary range for this role is BIF 58,000,000 to 70,000,000 annually, which includes basic salary and allowances. FHI 360 considers multiple factors when determining an offer amount, including relevant experience and education, internal equity, market pay, and budget.
