Job Overview: The Finance Officer (FO) position within the Loan Clients Services unit of the World Bank Group Controllers is crucial for managing disbursement-related activities during project preparation and implementation. The FO serves as the country focal point for an assigned portfolio, ensuring effective communication and collaboration with various stakeholders. Responsibilities include reviewing project preparation packages, supporting disbursement processes, and innovating solutions to enhance operational efficiency. The role requires active engagement with internal and external clients, contributing to the overall success of the World Bank Group's mission to provide impactful financial services.
Duties and Responsibilities: The Finance Officer will have a diverse set of responsibilities, including: acting as the focal point for internal and external client inquiries at the country level; providing country-related input to senior management; interacting with Team Task Leaders to address financing and disbursement-related issues; participating in country team meetings; reviewing project documents for pipeline projects; advising task teams on disbursement-related aspects; preparing disbursement and financial information letters; conducting disbursement risk assessments; managing complex project restructurings; advising on financial terms and disbursement issues; updating disbursement risk ratings; and supporting knowledge-sharing events and capacity-building sessions for team members.
Required Qualifications: Candidates must possess a recognized professional accounting qualification such as a CPA, ACCA, or equivalent, along with a bachelor's degree in finance, accounting, or a related discipline. A master's degree in business administration, finance, or accounting is preferred. Additionally, candidates should have relevant knowledge of banking operations, Generally Accepted Accounting Principles (GAAP), and the World Bank’s Operational Policies and Procedures. Strong quantitative skills, attention to detail, and the ability to manage complex tasks are essential.
Educational Background: The position requires a recognized professional accounting qualification (CPA, ACCA, etc.) and a bachelor's degree in finance, accounting, or a related field. A master's degree in a relevant discipline is considered a plus, enhancing the candidate's qualifications for the role.
Experience: Candidates should have a minimum of six years of relevant work experience, demonstrating increasing responsibility. Experience in a financial institution or accounting firm is advantageous, as is familiarity with financial systems, AI, and blockchain technology. Experience working across multiple regions or corporate units is also beneficial, with preference given to candidates with Big Four or equivalent public accounting experience.
Languages: The ideal candidate must have advanced fluency in English and either Spanish or Portuguese, with the ability to communicate effectively in both written and spoken forms. Fluency in additional languages such as Arabic, Chinese, Russian, or French is a plus and will be assessed during the recruitment process.
