Job Overview:
The consultant will work under the supervision of the Technical Officer for NCDs in the Universal Health Coverage and Disease Control (UHC-DC) Team. The primary responsibilities include evaluating the implementation of the National Strategy on NCD prevention and control for the period 2015-2025 and developing a model for the NCD component at commune health stations as part of the upcoming National Target Program on Health Care, Population, and Development for the period 2026-203
  • The consultant will synthesize and analyze provincial reports, develop tools for evaluation, and create a comprehensive model based on lessons learned from previous implementations. The expected outcomes include a detailed analysis of the current strategy's effectiveness and a robust framework for future NCD management at the community level.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Conduct a literature review to develop evaluation tools for assessing the implementation of the National Strategy on NCD prevention and control.
  • Test the developed tools in three provinces and revise them based on feedback.
  • Collect and synthesize reports from provinces regarding the implementation of the NCD strategy.
  • Generate draft reports and integrate expert comments to produce final reports.
  • Review NCD services provided at all levels of the health system in Vietnam and draft a list of essential NCD services.
  • Develop a model for implementing the NCD component at commune health stations, including necessary resources and guidelines.
  • Organize consultation meetings to gather expert input and finalize the model.
  • Select initial provinces for implementation based on established criteria and provide a report on the selection process.
  • Prepare a summary report of all activities and deliverables produced during the contract period.

Required Qualifications:
The position requires the following qualifications:
  • A Master's degree or higher in preventive medicine, public health, or a related field is essential.
  • A medical degree or specialization in preventive medicine is desirable.
  • At least 10 years of experience in public health, particularly in NCD management at the commune health station level, is essential.
  • Experience in monitoring and evaluation (M&E) and the development of national health legislation or guidelines on NCD prevention and control is desirable.
  • Previous experience working with WHO or similar organizations is preferred.

Educational Background:
Candidates must possess a Master's degree or higher in preventive medicine, public health, or relevant areas. A medical degree or specialization in preventive medicine is preferred but not mandatory. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
The consultant should have a minimum of 10 years of experience in public health, with a strong focus on NCD management at the commune health station level. Experience in monitoring and evaluation, as well as the development of national health legislation or guidelines related to NCD prevention and control, is highly desirable. Familiarity with WHO operations and standards is an advantage.

Languages:
Proficiency in written and spoken English and Vietnamese is essential for this position. Knowledge of additional languages may be considered an asset but is not mandatory.

The consultancy is expected to last for 8 months, from May 2026 to December 202
  • The consultant will work off-site, primarily from home, but may be required to travel to provinces for field trips and workshops as needed. The remuneration is set at VNM3 level in the EU-UN cost norm 2022, amounting to USD 2,800 per month, payable in local currency.
