Job Overview:
The position of Coordinateur.trice MEAL is crucial for coordinating and adapting the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and standards of NRC at the Area level. The Coordinator ensures that MEAL systems, plans, tools, and procedures are effectively implemented, providing technical supervision, capacity building, and guidance to MEAL staff and program teams. This role acts as a bridge between the strategic MEAL frameworks defined at the Country Office level and their practical application in projects, ensuring that evidence informs program decision-making, learning, and adaptation. The Coordinator is responsible for managing performance processes, setting clear objectives aligned with country strategy, and supporting staff in achieving these goals. They also play a key role in developing and implementing MEAL systems, including Standard Operating Procedures (SOPs), guidelines, and tools, while ensuring compliance with NRC policies and procedures.

Duties and Responsibilities:
The duties and responsibilities of the Coordinateur.trice MEAL include: managing the performance of directly reporting staff, ensuring clear goal setting aligned with country strategy, overseeing key processes such as planning, recruitment, integration, and staff development, and ensuring protection responsibilities towards staff. The Coordinator will support the development and implementation of MEAL systems, including SOPs and tools, coordinate the implementation and harmonization of MEAL systems at the Area level, provide technical support for evaluations and result monitoring, and ensure that evidence from monitoring and evaluations is collected and utilized for adapting MEAL tools and processes. They will also contribute to assessments, learning exercises, and the deployment of digital MEAL systems, support partners in strengthening their MEAL systems, and ensure adherence to NRC policies. Specific responsibilities include providing technical support for multi-sectoral evaluations, ensuring quality in data collection and analysis, consolidating MEAL evidence for strategic learning, training staff and partners on data collection tools, and coordinating with partners for joint evaluations and result monitoring.

Required Qualifications:
Candidates must possess at least a Bachelor's degree in statistics, information systems management, social sciences, development studies, or a related field. Candidates without a degree but with a minimum of 5 years of relevant experience may also be considered. A minimum of 3 years of MEAL experience is required, including at least 2 years in a management position within an international NGO, preferably in emergency or post-conflict contexts, with experience working with internally displaced persons (IDPs). Additional training in monitoring and evaluation is desirable, along with skills in data analysis, trend interpretation, and result communication. Experience in remote MEAL coordination, strong analytical and report writing skills, and familiarity with UN systems and local authorities are also essential.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as statistics, information systems management, social sciences, or development studies. Candidates with significant relevant experience may be considered in lieu of formal education. Additional training or certifications in monitoring and evaluation methodologies are highly desirable and will enhance a candidate's qualifications for this role.

Experience:
The position requires a minimum of 3 years of experience in MEAL, with at least 2 years in a management role within an international NGO. Experience in emergency or post-conflict settings is preferred, particularly with populations such as internally displaced persons. Candidates should have a proven track record of coordinating MEAL activities, conducting evaluations, and implementing monitoring systems effectively.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in the region. Knowledge of local languages spoken in the intervention area is an asset and will be beneficial for engaging with communities and stakeholders effectively. Proficiency in English is also advantageous, particularly for coordination with international partners and reporting.
