Job Overview: The Quality, Safety, Assurance and Compliance Expert is a pivotal role within the Network Management Directorate and the Operational Safety, SQS & Integrated Risk Management Unit at EUROCONTROL. This position is responsible for providing expert guidance and support in the development and implementation of quality, safety, assurance, and compliance frameworks that align with EU regulatory frameworks and international safety standards. The expert will be involved in conducting assurance and compliance activities, facilitating decision-making processes, and managing stakeholder relationships to ensure operational excellence and adherence to relevant standards. The role requires a proactive approach to maintaining compliance and fostering a culture of safety and quality within the organization. The selected candidate will also be responsible for developing training materials and delivering training programs to enhance understanding of safety processes and tools across the organization, thereby contributing to a knowledgeable workforce capable of meeting regulatory compliance and safety standards.
Duties and Responsibilities: The duties and responsibilities of the Quality, Safety, Assurance and Compliance Expert include:
Providing expertise in the creation, development, maintenance, and continuous improvement of quality, safety, assurance, and compliance frameworks related to software and system development activities.
Conducting and coordinating safety support activities, including the preparation of safety deliverables and documentation for software changes.
Contributing to the preparation of audits to ensure compliance with EU regulatory frameworks and international standards.
Developing and delivering training materials and programs to enhance understanding of safety processes and tools.
Coordinating and guiding the work of safety expert teams and internal contributors.
Building and maintaining strong relationships with key internal stakeholders to ensure effective communication and collaboration on safety and quality assurance matters.
Carrying out any other tasks in line with the main purpose of the job as required.
Required Qualifications: Candidates must meet one of the following educational and professional experience requirements:
Completion of third-level studies in a relevant field (EQF Level 7) followed by at least 5 years of relevant professional experience, or
Completion of third-level studies in a relevant field (EQF Level 6) followed by at least 6 years of relevant professional experience. Additionally, professional trainings or certificates such as Scaled Agile Framework (SAFe), Software Development Lifecycle, EUROCAE ED-153, Product Assurance, and ISO certified internal auditor are considered assets. Candidates should also possess experience in performing support assessments in the ATM/ANS domain, developing and implementing processes, and monitoring compliance with EU regulations.

This educational foundation should be complemented by professional experience in safety and quality assurance within the ATM/ANS domain, ensuring that candidates have the necessary theoretical knowledge and practical skills to excel in this role.
Experience: Candidates should have a minimum of 5 years of relevant professional experience if they hold a Level 7 qualification, or at least 6 years if they hold a Level 6 qualification. This experience should be specifically in safety and quality assurance, particularly within the ATM/ANS domain. Familiarity with EU regulations and the ability to interact with competent authorities is also essential. Experience in product assurance activities across the full software lifecycle and a comprehensive understanding of software development methodologies are highly desirable.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is the working language of the Agency. Additionally, candidates are required to become basic users of French at level A1/A2 before the end of the probation period. This bilingual requirement reflects the multicultural environment of EUROCONTROL and the need for effective communication across diverse teams.
Additional Notes: The position is classified as an Administrator role at levels AD6-AD9, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must complete a probationary period of nine months before being established in the post. The appointment may be renewed multiple times, but the total duration, including all renewals, cannot exceed nine years. Internal staff will retain their current appointment duration, and the selected candidate will be appointed at the grade specified in the vacancy notice.
