Period of Engagement: We anticipate the consultancy will take approximately 30 days over the period of five months from April 2023 to mid-August 2023.

Summary of Assignment:

Background on MOMENTUM Country and Global Leadership

Moving Integrated, Quality Maternal, Newborn, Child Health and Family Planning and Reproductive Health (MNCH/FP/RH) Services to Scale (MOMENTUM) Country and Global Leadership is a five-year global project funded by the U.S. Agency for International Development (USAID) to provide targeted MNCH/FP/RH technical and Capacity Development assistance (TCDA) to countries to facilitate countries’ journeys to sustainable development. MOMENTUM Country and Global Leadership also aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans. This consultancy will be hired and managed through Save the Children US, in support of the organization’s adolescent health portfolio on MOMENTUM Country and Global Leadership.

Context

MOMENTUM Country and Global Leadership is advancing global technical leadership and learning on youth social accountability for health, particularly for sexual and reproductive health (SRH). As part of this, MOMENTUM Country and Global Leadership provides funding and capacity development support to two youth-led organizations to implement and learn about youth social accountability mechanisms. The two organizations are: Youth for Sustainable Development (YSD) in Kenya and Youth Advocacy on Rights and Opportunities (YARO) in Ghana.

The organizations are implementing a four-pronged approach: 1) increase awareness of youth’s SRH rights and entitlements among young people and key stakeholders; 2) increase youth involvement in youth social accountability using community score cards; 3) increase Coordination of youth social accountability work among key stakeholders; and 4) improve learning around how youth social accountability mechanisms operate, improvements in the quality and use of SRH services among adolescents and youth, as well as potential effects on dimensions of Positive Youth Development.

Description of Services

Save the Children, as a partner on MOMENTUM Country and Global Leadership, is seeking a consultant for five months, between April 1, 2023, and August 15, 2023 to contribute to this body of work. The consultant will:

1. Provide technical assistance to YARO and YSD to support implementation of social accountability for SRH

  • The consultant will provide Technical Support to YARO and YSD via monthly and ad hoc calls, reviews of agendas and activity materials, and Whatsapp messages to support implementation of youth social accountability activities. (5 days)
  • The consultant will support the youth partners in completing and submitting evidence and invoices for milestone deliverables. This includes providing the preliminary review and initial feedback to the youth partners before sharing the draft reports/deliverables with MOMENTUM Country and Global Leadership in-country partners and other relevant staff. The consultant may further support YARO and YSD to incorporate feedback from others, as needed. (7 days)

The anticipated deliverables requiring review include:

  • YARO
    • Summary report for activities from January – March 2023 (to submit in April 2023)
    • Implementation Mapping Tracker reports from January – March 2023
    • Implementation Mapping Tracker reports from April – June 2023
    • Most significant change results report (to submit in May/June 2023)
    • After-action review results report (to submit in May/June 2023)
    • Endline assessment results report (to submit in May/June 2023)
    • Youth-led organization workshop report (to submit in May/June 2023)
    • End-of-project event report (to submit in May 2023)
    • Final report feedback (covering activities from April – July 2023 and summarizing activities from September 2022 – July 2023)
  • YSD
    • Summary report for activities from January – March 2023 (to submit in April 2023)
    • Implementation Mapping Tracker reports from January – March 2023
    • Implementation Mapping Tracker reports from April – June 2023
    • Summary report for activities from April – June 2023 (to submit in July 2023)
    • Most significant change results report (to submit in July/August 2023)
    • After-action review results report (to submit in July/August 2023)
    • Endline assessment results report (to submit in July/August 2023)
    • Youth-led organization workshop report (to submit in May/June 2023)
    • Final report (to submit in July 2023)

2. Support monitoring, learning, documentation, and dissemination efforts

  • The consultant will organize monthly learning calls with YARO and YSD, as well as MOMENTUM Country and Global Leadership/Ghana and MCGL/Kenya partners, to reflect on the past month’s activities and facilitate a discussion using the Implementation Mapping Tracker tool. (3 days)
  • The consultant will provide feedback on reports submitted from learning exercises, including after-action reviews, most significant change, net mapping, and community scorecard assessment results. (see above list of deliverables to review).
  • The consultant will collaborate with YSD, YARO, and MOMENTUM Country and Global Leadership staff to complete Monitoring and Evaluation reports, including clarifying indicators and data from YARO and YSD project reports and results. (2 days)
  • The consultant will lead the development of a summative learning report, which will incorporate all the findings and learning from the youth social accountability work of YARO and YSD. (10 days)

3. Support representation of the youth social accountability work internally and externally.

  • The consultant will support YARO and YSD to prepare for presentations and workshops for external audiences, as needed. (1 day)
  • The consultant will attend monthly meetings with the MOMENTUM Country and Global Leadership country teams to represent the youth social accountability activity. (2 days)

Management of Consultancy

The consultant’s main point of contact and supervisor will be Callie Simon, MOMENTUM Country and Global Leadership Youth Lead. The consultant will work closely with youth leaders from YARO and YSD as well as MOMENTUM Country and Global Leadership colleagues from Save the Children, Jhpiego, and Pact.

Consultant Qualifications

  • Minimum of a Master’s degree in Public Health, Health Sciences, Social Sciences, Anthropology, or relevant field.
  • At least 5 years of experience working in the area of adolescent SRH and working with young people.
  • Prior experience working on project and programs related to social accountability for health.
  • Familiarity working with global USAID-funded projects, including core-funded activities.
  • Excellent English oral and written communication skills.
  • Experience with implementation learning, such as collaboration, learning, and adapting (CLA) approaches.
  • Demonstrated experience with developing technical products (such as briefs and technical reports).
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Ability to produce high quality work efficiently and effectively under tight timeframes.
