The Inclusive Rural Transformation and Gender Equity Division (ESP) coordinates FAO’s work on social protection, gender equity, decent rural employment, rural institutions and people’s empowerment and the right to food. ESP is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in Agriculture, strengthening producer organizations, improving the rural poor's access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.

Related assignments are located in the Decent Rural Employment Team (DRET), which leads FAO’s corporate work programme on Decent Rural Employment (DRE). In this role, the team and its members interact with relevant Technical Divisions at Headquarters, and Decentralized Offices. All team members contribute to policy support and specialize in specific topics such as Child Labour prevention in agriculture, migration, youth employment promotion, green jobs, application of International Labour Standards, etc.

Call for expression of interest for building a roster

The purpose of this call is to populate a roster, for different levels of expertise on youth employment and resilience, made up of talented individuals with experience and background in the specific area in connection to all the various agricultural sub-sectors.

The assignment can be from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.

Reporting Lines

The Youth Employment and Resilience Specialist will be under the overall supervision of the Director of ESP, and the direct supervision of the DRE Team Leader. The Decent Rural Employment specialist could also work under the supervision of a relevant Officer working on youth employment and resilience.

Technical Focus

Support to FAO’s global and regional work on youth employment with a strong focus on building resilience through job creation, in particular in the G5 Sahel region and at country level.

Tasks and responsibilities for level B and C consultants and PSAs

  • Support the Coordination and implementation of relevant projects, including “Building resilience in the Sahel Region through job creation for youth - Bridging the humanitarian-development nexus in the context of fragility“;
  • Support the development, dissemination and uptake of Knowledge Products, technical documents, Capacity Development materials, and advocacy and information materials;
  • Support capacity development activities involving the development of tools and guidance materials related to decent rural youth employment promotion, with a particular focus on resilience aspects; planning and organizing of seminars and training workshops at regional and national level, in collaboration with decentralized offices; and the preparation of related information materials, including online tools;
  • Support the generation of evidence, good practices and lessons learnt to inform policy and programmatic support and the overall elaboration of sectoral solutions to the promotion of youth employment, particularly in fragile contexts;
  • Support relevant resource mobilization and proposal development;
  • Provide support to any other tasks as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in rural development, political or social sciences, Law, agriculture or other related field.
  • At least 5 years for Level B and at least 2 years for Level C of relevant experience in policy assistance and programme development in the field of decent rural employment specifically for youth with experience related to fragile contexts.
  • For both consultants and PSA: Working knowledge of English, French or Spanish; and limited knowledge of one of the other two or Arabic, Chinese or Russian.

Selection Criteria

  • Extent of knowledge and experience in policy support and technical assistance as well as programme/project development in the field of decent rural employment, specifically for youth and in fragile contexts.
  • Level of knowledge and experience in concepts and methodologies related to decent rural youth employment and resilience.
  • Extent of experience in technical assistance related to decent rural youth employment and resilience.
  • Experience in working in multidisciplinary and multi-cultural teams.
  • Working knowledge of both English and French will be an added advantage.
