The International Forum on Total Official Support for Sustainable Development (TOSSD) operates under the OECD, aiming to implement an international statistical standard for financing sustainable development in developing countries. The IFT Secretariat, while independent, collaborates with the OECD's Development Co-operation Directorate (DCD) to manage data and maintain synergies with existing OECD statistics on Development Finance.

Job Overview:
The Young Associate position within the IFT Secretariat is designed for a recent graduate who will contribute to the implementation of the TOSSD statistical framework. The role involves supporting TOSSD Data Collection, processing, and analysis, as well as exploring the application of TOSSD for tracking support to specific countries, regions, sectors, and themes, including global commitments related to Climate Change, Biodiversity, and aid for trade. The Young Associate will work closely with a team of policy analysts and will report to the TOSSD Lead Analyst and Coordinator, gaining valuable experience in international development finance and statistical methodologies.

Duties and Responsibilities:
The Young Associate will be responsible for several key tasks, including: 1. Processing and verifying TOSSD data using MS Excel to ensure accuracy and reliability. 2. Conducting literature reviews and web research on external development finance provided by South-South cooperation entities and relevant multilateral organizations. 3. Contributing to the preparation of TOSSD research and analytical papers that inform policy discussions and decisions. 4. Engaging with members of the IFT to address their information requests and support their needs. 5. Assisting in the organization of IFT meetings and events, ensuring smooth logistics and effective communication among participants.

Required Qualifications:
The ideal candidate for the Young Associate position should possess the following qualifications: 1. An undergraduate degree in economics, statistics, Data Science, or a related discipline, with a graduation date between 1 January 2024 and 1 September 2025. 2. Candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered. 3. Coursework in at least two of the following areas: economics, statistics, and data science is required. 4. Strong written and oral communication skills, along with excellent research and analytical abilities. 5. Proficiency in statistical and quantitative skills, with knowledge of statistical software and programming languages such as SQL, Excel, and R.

Educational Background:
Candidates must have an undergraduate degree in a relevant field such as economics, statistics, or data science. The degree should be obtained between 1 January 2024 and 1 September 2025. It is essential that candidates have completed coursework in at least two of the specified areas to ensure they have the foundational knowledge necessary for the role.

Experience:
The position is targeted at recent graduates, so prior professional experience is not mandatory. However, any internships or academic projects related to Data Analysis, economics, or development finance will be considered advantageous. The focus is on candidates who are eager to learn and contribute to the TOSSD framework.

Languages:
Fluency in English is mandatory, as it is the working language of the OECD. Proficiency in additional languages, particularly French, is considered a valuable asset but is not required.

Additional Notes:
The contract for this position is a two-year fixed-term appointment, starting in September 2025. The closing date for applications is midnight on 1 December 2024 (CET). The monthly base salary is 3,780.34 EUR, exempt from French income tax, with additional allowances based on eligibility.
