Introduction

The position is located in the Social Security Development Branch (SSD) of the International Social Security Association (ISSA). The ISSA is the world's leading international organization for social security and health insurance administrations and Government Departments. Founded in 1927 under the auspices of the International Labour Organization, the ISSA counts more than 330 member organizations in close to 160 countries. Among its membership, the ISSA brings together the major social health insurance and prevention organizations worldwide.

Under the direction of the Director of the SSD branch, which is the unit responsible for developing the knowledge base necessary to reach ISSA’s objectives, the incumbent actively contributes to projects in the area of health, long-term care, and health insurance Administration and rehabilitation. The objective of these projects and activities are to support ISSA member institutions effectively in implementing, adapting and improving the continuum of care in light of the changing needs of an ageing population.

This includes providing input from a health and well-being perspective to publications, ISSA Guidelines (professional standards in administration) and activities of the ISSA Centre for Excellence, to the ISSA activities on innovation, the digital economy and key social security challenges as well as Coordination of the activities of the ISSA Technical Commission on Medical Care, the ISSA Workgroup on Rehabilitation and related activities pursued in other TCs. Activities may also include collaboration with international organizations such as WHO, ILO and OECD.

The incumbent reports directly to the Director of the SSD branch.

Description of Duties

  1. Contribute to projects on social security, particularly in the area of health insurance, prevention, health care administration and rehabilitation to support member institutions in strengthening the coverage, quality, financing and effectiveness and efficiency of their systems.
  2. Strengthen the relevance of the ISSA knowledge, including the Centre for Excellence products and services for member institutions in the Health Sector (broadly defined) by providing inputs to the preparation and revision of ISSA Guidelines. Contribute to the development of ISSA publications, guidelines and the associated knowledge.
  3. Coordinate the activities of the ISSA Technical Commission on Health as well as health-related issues involving other technical commissions, which mainly consist of contributing to the development of ISSA publications, guidelines and their related knowledge as well as projects aligned with ISSA’s priorities. The incumbent will also coordinate the activities of the new ISSA Workgroup on Rehabilitation.  These tasks comprise the monitoring of work plans for these activities in line with the ISSA Programme and Budget, members’ needs and available resources.
  4. Prepare technical inputs to ISSA conferences, seminars and webinars, particularly for the sessions related to health and rehabilitation.
  5. Support the Director of the SSD branch on the development of virtual activities, particularly for establishing their modalities, planning and coordination with other branches.
  6. Contribute to the ISSA partnership strategy through the development of relations with international organizations in the health area, notably the WHO, PAHO and the OECD.
  7. On request, carry out specific tasks for delivering ISSA Centre for Excellence services, in particular for the Technical Advice and Support and participation in selected ISSA Academy workshops.
  8. Contribute to the ISSA member engagement and recruitment strategies focusing on health and rehabilitation-related social security organizations.
  9. Perform other duties as required by the Director of SSD.

Required qualifications

Education

Advanced university degree in a relevant field such as Public Health, social security policy.

Experience

At least five years of relevant experience in a social health insurance, prevention or health care administration. Of those, at least two in a regional or international context.

Languages

Excellent command of English and good working knowledge of a second official language of the ISSA (French, German, or Spanish).

Competencies

  • Very good knowledge of various challenges associated with an ageing populations, enablers and barriers to universal health coverage, priorities of health insurance, promotion of health, prevention and health care administration. Good understanding of ageing-in-place/homecare approaches as a way forward to improve well-being and reduce costs and of social security systems as a whole.
  • Good knowledge of the broad range of technical areas dealt with by the SSD branch. Sound knowledge of ISSA activities and governance.
  • The ability to synthesize research and reach empirically based conclusions based on related members’ needs and use of the guidelines; ability to provide expert advice;
  • Excellent writing, communication and presentation skills.
  • Demonstrated ability to work in a team and under pressure.
  • Demonstrated ability to apply an interdisciplinary approach to social security issues.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
