Job Description

  WHO’s Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health Emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

1. Map GOARN( Global Outbreak Alert and Response Network) regional partners expertise, develop and maintain a database for the Regional Office`s partners, and identify new national, regional and international institutions to join and further strengthen partnership activities on national and regional levels in close cooperation with HQ.

2. Coordinate and report on the activities of GOARN partners in support of affected countries both in Europe and other regions.

3. Liaise with health actors and partners to rapidly identify and support deployment of the Public Health Rapid Response teams and experts to support outbreak and Emergency Response activities.

4. Liaise with GOARN Partner institutions and engage partners in preparedness and response activities and support their regional activities.

5. Support the planning and technical preparations for GOARN partners meeting in the European Region.

6. Facilitate and enhance information sharing between GOARN partners, WHO HQ, WHO Regional Offices, WHO Country Offices and partners .7. Formulate, monitor and maintain operational budget for GOARN projects, in line with WHO policies, rules and procedures, independently supervising and monitoring results to recommend remedial action when necessary.

8. Monitor, document, evaluate and report on GOARN performance, outcomes and demonstrated value, anticipating problems and highlighting issues, recommending improvements and taking remedial action to solve problems 9. Support regional readiness, preparedness, and risk assessment activities.Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree or university degree in International Relations or political sciences.

Desirable: Studies in public health or epidemiology. Training on health emergencies.

Experience

Essential: At least 5 years of experience in outbreak and emergencies response. Experience in partnership development on global or regional level.Experience in programme/Project Development and management.

Desirable: Working experience with UN or other international organizations, including at country level.

Skills

Demonstrated capacity to develop, maintain and strengthen relationships with a broad range of technical counterparts and institutions, complemented by excellent interpersonal skills. Ability to multi-task and produce results under pressure within short deadlines. Ability to write in a clear and effective manner. Diplomacy, tact and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3598 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
