Job Overview:
The Technical Advisor III position is pivotal within CRS’ health portfolio in Central Africa, which has an annual program value of approximately $120 million. This role involves providing strategic direction and technical leadership in health and nutrition across a 10-country region, which includes Benin, Burundi, Cameroon, Central African Republic, Chad, Republic of Congo, Democratic Republic of Congo, Nigeria, and Rwanda. The advisor will be responsible for developing strategies that enhance the effectiveness and innovation of health and nutrition programming, ensuring alignment with CRS program quality principles, donor guidelines, and best practices. The position requires collaboration with Country Program teams to deliver high-quality programming to vulnerable populations, emphasizing the integration of health and nutrition with other sectors such as Food Security and Emergency Response.
Duties and Responsibilities:
The duties of the Technical Advisor III include designing and advocating for the implementation of agency-wide strategies and standards in health and nutrition, particularly in new proposals and Business Development initiatives. The advisor will ensure a cross-sectoral approach that integrates various disciplines, contribute to strategic growth opportunities, provide technical guidance in proposal development, and support Country Programs in staffing project teams. Additionally, the advisor will oversee capacity strengthening initiatives, mentor staff, and lead the regional knowledge management and learning agenda in health and nutrition. This includes documenting successes and lessons learned, representing CRS in regional forums, and networking with organizations to enhance CRS’ profile and influence in the health and nutrition community.
Required Qualifications:
Candidates must possess a Master's degree in public health, medicine, nursing, nutrition, biochemistry, or a related field, with a PhD being a plus. A minimum of seven years of relevant work experience in nutrition or health projects is required, including three years overseas as a technical advisor or program manager. Candidates should demonstrate a strong understanding of public health principles, experience in business development, and the ability to develop curricula and tools for health interventions. Proficiency in MS Office and experience with program monitoring and evaluation are also essential.
Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as public health, medicine, nursing, nutrition, or biochemistry. A PhD is considered an advantage, indicating a higher level of expertise and research capability in the field.
Experience:
The position requires at least seven years of progressive work experience in health or nutrition projects, ideally within an international NGO context. Candidates should have three years of overseas experience in multiple regions, demonstrating their ability to manage complex health or nutrition projects effectively.
Languages:
Fluency in English and French is mandatory for this position, as these languages are essential for communication within the Central Africa region and with various stakeholders.
