Job Overview:
The Technical Advisor II - Strategic Learning Advisor (SLA) will provide essential technical advice, guidance, and support on Design" id="link" class="link">Program Design and implementation issues, particularly focusing on Strategic Learning and Collaborating, Learning and Adapting (CLA) within the Resilience Food Security Activity (RFSA). This role is crucial for ensuring that CRS's programming is effective, adaptive, and innovative, contributing to high-quality programming for vulnerable populations. The advisor will work closely with RFSA staff to foster collaboration and learning across various activities, ensuring that the program incorporates active and adaptive learning strategies. This position also involves engaging with various stakeholders, including U.S. Government entities, the Government of Uganda, international donors, and private sector actors, to enhance program quality and impact.
Duties and Responsibilities:
The duties and responsibilities of the Technical Advisor II include designing and managing project learning and adaptation strategies, providing technical solutions for Food Security Programs, contributing to Knowledge Management and Learning (KML), establishing dynamic feedback systems, fostering collaboration across systems and organizations, leading Theory of Change assessments, maintaining relationships with donors and partners, ensuring robust Community Engagement, and contributing to the capacity strengthening of project staff and partners through training and mentoring.
Required Qualifications:
Candidates must possess a master's degree in social sciences, international development, or a relevant field, with a PhD preferred. A minimum of seven years of relevant work experience in managing monitoring and evaluation (M&E), program evaluation, or strategic learning components of multisectoral programs is required, including at least five years of field-based experience in similar contexts. Proven experience in quantitative and qualitative research methods, knowledge sharing processes, and familiarity with the CLA approach is preferred. Experience working in Uganda is also preferred.
Educational Background:
The educational background required for this position includes a master's degree in social sciences, international development, or a related field, with a preference for candidates holding a PhD.
Experience:
The position requires a minimum of seven years of relevant work experience, with progressive responsibilities in managing M&E, program evaluation, and strategic learning components of multisectoral programs. At least five years of this experience should be in field-based roles within international humanitarian and development contexts.
Languages:
Professional proficiency in English is mandatory, while proficiency in Luganda is considered an asset.
Additional Notes:
This position is based in Uganda, with potential locations including Kampala or field locations to be determined. The role anticipates up to 50% travel to project sites. The position is contingent upon donor funding and approval of the candidate.
