Job Overview:
The Technical Advisor II - MEAL (Monitoring, Evaluation, Accountability, and Learning) position is designed to provide expert technical advice, guidance, and support for MEAL processes across various Design" id="link" class="link">Program Design and implementation issues, particularly focusing on larger projects. This role is critical in ensuring that CRS adheres to program quality principles and standards, donor guidelines, and industry best practices. The advisor will work closely with regional and Country Program (CP) teams to enhance the delivery of high-quality programming aimed at assisting the poor and vulnerable populations. The position requires a strong emphasis on Disaster Preparedness, response, and recovery, as well as the ability to provide MEAL leadership during large-scale emergencies. The advisor will also contribute to the development and implementation of agency-wide strategies and tools that engage partners, donors, and governments effectively, ensuring a cross-sectoral approach that integrates gender, protection mainstreaming, and social cohesion into MEAL practices.

Duties and Responsibilities:
The Technical Advisor II - MEAL will be responsible for a wide range of duties including: contributing to the development and implementation of agency-wide MEAL strategies, standards, tools, and best practices; providing technical solutions to regional and CP teams for strategic planning and program design; leading the development of MEAL components for complex proposals; advising project teams on donor MEAL strategies; supporting Emergency Response teams in incorporating best practices for MEAL; guiding country teams in developing project MEAL systems; customizing digital forms for Data Collection; conducting periodic reviews of MEAL systems; contributing to capacity strengthening initiatives for staff and partners; leading the MEAL community of practice; collecting and analyzing program data; establishing relationships with donors and peer organizations; and participating in MEAL forums to share best practices.

Required Qualifications:
Candidates must possess a Master's Degree in international development, statistics, MEAL, or a related field. A minimum of five years of relevant international working experience in an advisory or management role is required, with at least three years focused on programming interventions in MEAL. Experience in complex emergency response programming and providing technical assistance for successful donor proposals is essential. Candidates should demonstrate a strong understanding of technical principles in MEAL, possess general knowledge of related disciplines, and have experience in Business Development, project design, and proposal development. Proficiency in mentoring, coaching, and training, particularly in remote settings, is also required, along with experience in program monitoring and evaluation, data collection methodologies, and data Analysis.

Educational Background:
The educational background required for this position includes a Master's Degree in international development, statistics, MEAL, or a related field. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the MEAL processes within CRS.

Experience:
The position requires a minimum of five years of relevant international working experience, ideally with an international NGO. Candidates should have progressive responsibilities in advisory or management roles, with a focus on MEAL programming interventions for at least three years. Experience in complex and large-scale emergency response programming is a must, along with a proven track record of providing technical assistance and developing successful proposals for external donor funding.

Languages:
Strong English written and verbal communication skills are mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language required for effective communication within the organization and with external stakeholders.
