Job Overview:
The Technical Advisor II will provide essential technical advice, guidance, and support for Design" id="link" class="link">Program Design and implementation, particularly focusing on larger education projects. This role aligns with CRS program quality principles, donor guidelines, and industry best practices. The advisor will work closely with regional and Country Program teams to enhance the delivery of high-quality programming aimed at assisting the poor and vulnerable populations. The position requires expertise in thematic areas such as education in conflict/crisis contexts, safe and inclusive learning environments, teacher professional development, school health and Nutrition, social-emotional learning, and research and learning. The advisor will play a crucial role in ensuring that CRS education programming is effective, adaptive, and innovative, contributing to the overall mission of the organization.

Duties and Responsibilities:
The Technical Advisor II will be responsible for several key duties, including:
  • Contributing to the development and implementation of agency-wide strategies, standards, tools, and best practices in education that engage partners, donors, and governments effectively.
  • Providing technical solutions to regional and Country Program teams, both remotely and on-site, ensuring high-quality implementation of program design and standards.
  • Leading or contributing to the technical design of large and complex proposals, including defining monitoring systems and indicators.
  • Advising project teams on integrating donor strategies and technical requirements into CRS approaches.
  • Supporting capacity strengthening initiatives in education programming through training, workshops, and mentoring for staff and partners.
  • Engaging in Knowledge Management and learning by collecting and analyzing program data, evaluating projects, and sharing lessons learned.
  • Establishing and maintaining relationships with donors, peer organizations, and Educational Institutions.
  • Participating in education forums to promote CRS work and share best practices.
  • Serving as a core member of the global education team while prioritizing support for the West African region.

Required Qualifications:
Candidates must possess a Master’s degree in education, international development, or a related field. A minimum of five years of relevant international work experience in an advisory or management role is required, with at least three years focused on education programming interventions. Experience in providing technical assistance and developing successful proposals for external donor funding is essential. Candidates should demonstrate a solid understanding of technical principles in education and possess general knowledge of related disciplines to ensure a cross-sectoral approach. In-depth expertise in thematic areas such as education in conflict/crisis contexts, safe and inclusive learning environments, and teacher professional development is also required. Additionally, experience in Business Development, project design, and proposal development in education is necessary, along with skills in mentoring, coaching, and facilitating training.

Educational Background:
The position requires a Master’s degree in education, international development, or a related field. This educational background is crucial for understanding the complexities of education programming and the ability to provide effective technical guidance and support.

Experience:
The ideal candidate should have a minimum of five years of relevant international working experience, particularly in an advisory or management capacity. This experience should include progressive responsibilities, ideally within an international NGO context, with a focus on education programming interventions. Candidates should also have experience in providing technical assistance and developing successful proposals for external donor funding, as well as experience in mentoring, coaching, and facilitating training.

Languages:
Proficiency in French and English is mandatory for this position. These language skills are essential for effective communication with diverse stakeholders, including local partners, donors, and educational institutions. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position does not have supervisory responsibilities. The Technical Advisor II will be expected to travel up to 30% of the time. The role is based in Dakar, Senegal, and candidates from the countries and regions in which CRS operates are encouraged to apply.
