CARE is seeking a Global Data Impact Technical Advisor. The Global Data Impact Technical Advisor (TA) will provide support to five impact areas within the Program Strategy and Impact (PSI) Division. The incumbent will work with each team to capture reach and impact data, to support measurement of systems and catalytic impact, and to analyze and visualize data to ensure high quality data for decision-making. The Global Data Impact TA will also support teams to improve the quality of their M&E systems.
Responsibilities:
Support teams to capture reach and impact for global and quarterly reporting
~ Support Impact Area Leads and PSI teams to forecast and track reach and impact against targets, and to capture/lift up learning and adaptations quarterly;
~ Support impact area leads in the timely and appropriate validation of impact and reach data;
~ Present key information in visual, insightful and user-friendly ways;
~ Co-lead annual sensemaking w/ each impact area team M&E lead;
~ Conduct cost-efficiency and/or return on investment analyses as needed. Data Visualization, Analysis, and Sharing
~ Analyze key trends, learning, implications, opportunities and risks for global attention;
~ Present key information in visual, insightful and user-friendly ways and promote use by colleagues and decision-makers;
~ Work with KML and MEAL colleagues across teams to share data, learning, and M&E materials with colleagues across CARE. Support measurement of systems level and catalytic impact
~ Ensure systems level impact of complex global programming are measured, captured, and reported;
~ Develop or review MEAL plans to enable measurement of systems level and catalytic impact.
Qualifications:
A bachelor's or master's degree in public policy, economics, Public Health or other domains that require Data Analysis and visualization skills and/or equivalent combination of education and work experience; 4+ years of targeted MEAL support to development programs. Skills in facilitating and connecting across teams for Data Quality; Experience in data visualization analysis; Work in the development and/or humanitarian sector; Ability to balance multiple projects at once and bring MEAL added value; Experience using data for decision-making; Detail-oriented. Demonstrated experience using PowerBI
