Sri-Lanka Based Team Leader, USAID/Sri Lanka Trafficking in Persons (TIP) and Efforts to Counter Trafficking in Persons (CTIP) Assessment **Please note: Sri Lankan citizens are encouraged to apply.

Project Objective:

The purpose of this TIP/CTIP assessment is to expand USAID’s knowledge of the scope and nature of the problem in the country through virtual consultations with a broad range of actors.

Objectives of this assessment are to:
  1. create/establish an analytical framework with information on TIP & CTIP in Sri Lanka that will guide the Mission in designing CTIP interventions, including cross-sector considerations;
  2. understand key stakeholders (government and non-government1) who would most likely serve as effective partners with USAID in CTIP programming;
  3. increase the awareness and capacity of USAID staff about TIP in Sri Lanka and introduce promising regional practices applicable for CTIP programming in Sri Lanka.
The TIP/CTIP assessment team will review and analyze the effectiveness of the current approaches employed by the GSL, international organizations, NGOs, and other donors to address TIP issues. The assessment team will analyze challenges and opportunities involved in developing an effective anti-trafficking response, looking closely at a range of issues, such as challenges related to reliable data TIP collection.

The TIP/CTIP Assessment team will be expected to:
  • identify key local non-government entities, especially CSOs, working to address TIP;
  • conduct ‘Mapping’ exercises to clarify where other stakeholders are working (focus areas using 3Ps: prevention, protection, and prosecution), and to identify cooperative and collaborative networks;
  • analyze gender and other diversity issues related to TIP and CTIP programming (prevention, protection, prosecution, and partnership). This includes but is not limited to risk factors, as well as availability and access to resources. Separate attention should be given to children and other specific affected communities2;
  • consider how the Covid-19 pandemic has affected TIP in the country;
  • analyze any internationally funded anti-trafficking efforts in Sri Lanka, with a particular, detailed focus on the U.S. Government (USG)-funded efforts, to identify gaps and areas for complementary programming;
  • facilitate a virtual learning event for USAID Sri Lanka staff and select implementing partners to:
  • explain USAID’s policy and TIP programming approaches;
  • describe how the findings from the Analysis (including the analytical framework of Objective 1 can guide cross-sector programming);
  • provide recommendations to increase the effectiveness of TIP prevention programming and initiatives to protect, rehabilitate, and reintegrate victims using best practices of victim-centered and trauma-informed approaches, including how USAID can most effectively engage with NGOs, Public International Organizations, and the Government of Sri Lanka.
  • include innovative research and technological approaches to addressing TIP.
Position Description:

SI is seeking a Sri-Lanka based Team Leader (international or Sri-Lankan national) to lead the in-country aspects of the USAID/Sri Lanka CTIP assessment.. This is a short-term consultancy with an estimated level of effort (LOE) of 45-50 days, and a period of performance from March-June/July 2021.

The assessment team will include international and national consultants. As the COVID-19 pandemic will prevent travel of international consultants to Sri Lanka, the team is expected to plan primary and secondary Data Collection that efficiently engages international and local experts so research is complementary. The duties and responsibilities below provide a general framework for conducting the study and providing the assessment findings. The assessment team may utilize a variety of methods and techniques, based upon the circumstances, the information needed, and the experience of the evaluating members conducting other similar activities.

The assessment will be conducted in Washington, DC and Sri Lanka.

In Washington, DC, international team members will be responsible for the following:
  • USAID Meetings: The team leader will be available for an introductory telephone conference call with representatives from USAID and other USG stakeholders for a brief orientation to the project.
  • Initial Implementation Planning: Based on input from USAID, the team will prepare a draft implementation plan for the assessment including a draft list of resources for the desk review, a notional timetable; an initial list of key informants for the assessment; and initial sets of interview questions.
  • Initial Desk Review: The assessment team will conduct an initial desk review of publicly available pertinent information on human trafficking, as related to the objectives of this assessment.
In Sri Lanka, in addition to overall implementation planning and Coordination, the local assessment team will be responsible for the following:
  • Initial Brief and Out-Brief: The local team leader will facilitate an initial meeting to brief USAID Sri Lanka on the assessment plan, and final meeting to debrief in key findings and recommendations. The meeting may be virtual or in-person, depending on the prevailing COVID-19 situation.
  • Stakeholder, Key Informant Interviews, and Focus Group Discussions: The majority of the team’s work will involve meetings (virtual or in-person) with stakeholders and key informants. It is anticipated that key informants will include officials and experts in a wide range of fields, such as TIP, human rights, child labor, Child Protection, law enforcement, governance, migration, border control, health and social services, and gender issues.
  • Focus Group Discussions (FGD): FGDs could be held with youth, LGBTI, persons with disabilities, migrants, etc. to learn from them what they know about TIP, how TIP may impact them, and strategies to tackle TIP. If the team includes someone with specific training in trauma care, or can engage someone trained to manage working with survivors or trained in trauma care, include FGD with survivors if possible.
The full assessment team, i.e., international and national consultants, will work together to synthesize and analyze the information in a coherent assessment:
  • Analysis: Using the results of the literature review and interviews, the assessment team will compile available information and prepare key findings and actionable recommendations. Types of programs might include, for example, recommendations on the creation of a national identification and referral system, support to strengthen the availability of comprehensive victim social services, training for cadres of GSL employees, methods to improve GSL implementation of the existing legal framework on TIP, and work with civil society and private sector.
  • Virtual Learning Event: To ensure the USAID team and key implementing partners understand the broader issues, USAID’s policies related to TIP, and assessment recommendations, the Assessment Team will conduct a virtual session focused on USAID’s policy and TIP programming approaches.
  • Presentation of Preliminary Findings: To facilitate consensus building on next steps, the team will present the preliminary findings and recommendations to USAID for their feedback. This will include demonstrating how the findings from the analysis and the analytical framework created under Objective 1 can guide cross-sector programming.
  • Outline, Draft Executive Summary, and Abstract: The team will prepare an outline of the final report along with a draft executive summary and short abstract for sharing with USAID prior to finalization.
From the assessment team’s home of record:
  • Final Report: The assessment team will draft and assemble a final report that summarizes information on trafficking in Sri Lanka. The final report will include the analytical framework tool (Objective 1), actionable recommendations, a list of individuals contacted and meetings held (not to be included in any public version of the report), and a bibliography of sources consulted. A draft of the final report must be submitted to USAID within two weeks of receiving feedback on the draft from USAID.
Responsibilities:

  • Conduct a desk review of documents relevant to USAID and CTIP research and programming in Sri Lanka.
  • Develop and finalize the assessment Design and data collection instruments, coordinating technical inputs from the team.
  • Administer in-person and virtual data collection with stakeholders in Sri Lanka.
  • Guide and oversee the development and finalization of project deliverables, including the research plan and literature review, data collection tools, learning event module, and final report and applicable presentations.
  • Present findings and associated results to key stakeholders.
  • Ensure quality work in all deliverables; implement SI quality assurance processes.
  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel.
Qualifications:

  • Must currently be based in Sri Lanka.
  • Master’s degree and six years of related experience, or PhD and four years of related experience, including substantial demonstrated experience in evaluations and assessments and CTIP programming.
  • Previous demonstrated experience as a Team Leader of evaluations and/or assessments, including those related to CTIP.
  • Expertise in the subject of TIP, with specific expertise focused on one or more of the following areas related to CTIP: judicial processes related to prosecuting TIP, victim services, legal frameworks to combat TIP, mechanisms (policy and/or legal) to enhance national anti-trafficking efforts, how Civil Society Organizations work with CTIP.
  • Familiarity with conducting qualitative data collection (e.g. key informant interviews, focus group discussions, etc.) required.
  • Previous experience and/or training in trauma care when working with CTIP survivors is a plus.
  • Previous experience facilitating learning events highly preferred.
  • Familiarity with USAID policies and ADS 201 requirements.
  • Previous experience with virtual data collection and online platforms a plus.
  • Superb client engagement and organization skills.
  • Familiarity with USAID/Sri Lanka is preferred.
