Project Summary:

The purpose of Afghanistan Monitoring, Evaluation and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

The Strengthening Watershed and Irrigation Management (SWIM) activity is a USAID-funded to support Afghanistan's National Water Law and the National Irrigation Plan. SWIM operates in Badakhshan, Baghlan, Balkh, Jawzjan and Samangan provinces in northern Afghanistan. At the national level, SWIM supports the Afghanistan Ministry of Agriculture, Irrigation, and Livestock (MAIL) and the National Water Affairs Regulatory Authority (NWARA) to implement the Government of Afghanistan's Water Law and the National Irrigation Plan, and the National Environmental Protection Agency (NEPA).

Position Summary:

The Team Lead will lead the assessment of the SWIM Activity. Under the direction of the Chief of Party and the Senior Evaluation Lead, the SWIM Assessment Team Lead will assist in the Design of an assessment plan, crafting Data Collection instruments, assist in data collection, and then lead the drafting of the assessment report. This is a short term position with an estimated level of effort of 49 days over the next seven to eight months with one potential trip to Kabul, Afghanistan.

Responsibilities:

  • Provide technical direction and team leadership for the assignment prescribed by USAID and MSI in the task scope of work (SOW)
  • Delivery of key deliverables as described in the SOW, such as assessment plans, and final reports
  • Ensure high quality technical work, and adherence to the SOW
  • Provide technical guidance to the staff, consultants and other partners
  • Act as lead author for all assignment reports
  • Guide the assignment design process
  • Lead in the drafting of design documents
  • Assist the assignment manager in liaising with USAID / Afghanistan, and the commissioning technical Office
  • Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders
  • Facilitate technical and Coordination meetings, workshops, learning platforms, Capacity Building exercises, and other events
  • Provide technical leadership and oversight during the various phases of the assignment including data collection, data Analysis and report drafting
  • Lead presentations and dissemination efforts as needed
  • Assist AMELA staff as needed in project management
Qualifications:

  • Master's degree in international development, statistics, or similar field required, PhD preferred
  • Minimum of ten years of relevant international development experience required in international development program evaluation, and irrigation and water management
  • Experience in the development field for water management, irrigation, and agriculture
  • Experience with yield estimation methodologies preferred
  • Experience with data collection, sampling techniques, statistical analysis, and assessment experience with USAID and/or other similar programs
  • Experience designing and completing high quality evaluations, which may include rigorous mixed-methods evaluation, desirable
  • Experience working in Afghanistan or similar development environments
  • A record of delivering high quality reports to USAID and other donors
  • Experience working with USAID and/or other international donors, preferred
  • English-language written and oral communication skills, required
