Location: Hasake, SyriaSOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their Basic Needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to Drinking Water, sanitation and Hygiene Promotion, but also in the essential area of Food Security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
The LEARN Consortium is a partnership between four (4) International Non-Governmental Organizations (INGOs), and two (2) national partners.
It leverages the respective expertise from the I/NGO partners to deliver Health, Shelter, MPCA, protection, livelihoods, humanitarian Coordination, and WASH services to the most vulnerable communities in Northeast Syria (NES).The main activities being implemented are related to the rehabilitation and running of Primary Healthcare Centers (PHCs), Emergency WASH (water distribution and rehabilitation of water infrastructure), private and public institutional shelter repairs, distribution of essential kits (new arrivals, hygiene, shelter repairs) and MPCA to cover basic needs. The program incorporates a Rapid Response Mechanism (RRM).
The implementing partners are based in and implement the activities throughout NES.
The Consortium Management Unit (CMU) is the oversight structure that aims to facilitate smooth coordination, oversee program delivery, lead donor communications, ensure compliance and manage risk.
The CMU is led by the Chief of Party (COP - based in Jordan) and Deputy Chief of Party (DCOP - based in NES), together with a team of Specialists.
About the job
General objective:
- Produce and synthesize high quality reports and any documents distributed internally within the LEARN consortium or externally, and carry out planning for and coordination of partner inputs.
The main challenges:
Establish clear reporting plans in coordination with the Grant and Compliance Specialist, the Chief of Party and the Desk. Manage retro-planning, disseminating and tracking deadlines and coordinating partner inputs for reports and other processes, under the supervision of the Grants and Compliance Specialist. Develop relevant reporting tools in coordination with the Grant and Compliance Specialist to facilitate the reporting process and ensure dissemination of these tools within the four partner organizations keeping CMU developed tools updated, including but not limited to the CMU Manual, contact list and the LEARN Roadmap, under the supervision of the COP. briefing materials and presentations for internal and external meetings, including for BHA meetings, Produce sitreps, fact sheets and project overviews as needed, ensuring appropriate branding of LEARN materials.
Priorities for the 2/3 first months:
Drafting donor monthly, Sami annul and Annual reports. cross-checking data collected in assessment reports and through MEAL systems, and triangulating information used in reports. Develop case studies and document lesson learned preparing agendas for governance meetings (primarily the SOPAN and Steering Committee), preparing materials for these meetings, minute-taking and follow-up. Education / academic background:
Advanced degree (MA, MPA, MS, MBA) in a relevant field such as Project Management, international development and/or social sciences
Experiences:
Strong experience in donor regulation and reporting specifically US and EU donors or Project Management (at least 3 years) Excellent verbal and written communications skills. Excellent organizational skills. Ability to manage deadlines, Excellent planning, management and coordination skills, with the ability to organize a workload comprising varying and changing tasks and responsibilities. Experience in multi sectorial project/project cycle management Experience in fluid security context, ME would be preferred. Experience in a consortium setting would be an asset
Specific skills:
Excellent command in writing and editing documents in English Strong computer skills essential Outstanding management, reporting and communications skills required.
Language:

A salaried position: (volunteer contract)
According to experience, starting from EUR 880 gross per month (base salary EUR 800 + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 700.
SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
The RCO will live in a shared guesthouse with other international colleagues.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Individual, comfortable room in the guesthouse, with electricity 24/7. Internet and Phone network available Restaurants and international food are availableThe candidate will be based in NES and share his/her time between the main guesthouse and the field guesthouses to allow closer proximity to the sites of project implementation.
The perdiem rate for NES is 700 USD a month.
Specific constraints related to security
Security inside NES is volatile and justifies specific arrangements for accommodation and movements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
