Job Overview:
The Specialists / Senior Specialists will play a crucial role in operationalizing the Climate-Focused Policy-Based Financing (CPBF) instrument, which is designed to assist AIIB members in implementing policy reforms that promote climate resilience and low-Carbon Development. This position requires providing technical expertise and advisory support to Client Departments (CDs), ensuring that new products and technologies meet client needs and align with AIIB’s mandate. The role involves demonstrating proof of concept through pilot projects, advising project teams on structuring investment operations, and participating in strategic dialogues with clients and stakeholders to enhance project Design and outcomes. The Specialists / Senior Specialists will also be responsible for fostering partnerships with multilateral Development Banks (MDBs) and government agencies, maintaining operational knowledge, and preparing reports for senior management.

Duties and Responsibilities:
The key responsibilities of the Specialists / Senior Specialists include advising project teams on structuring investment operations to align with country development priorities, assisting clients in preparing project Feasibility Studies, reviewing and analyzing clients' policy and regulatory frameworks, participating in strategic dialogues to identify business opportunities, fostering partnerships with MDBs and international organizations, supporting the dissemination of operational knowledge, preparing regular reports for AIIB senior management, and developing training manuals and materials to strengthen the capacity of AIIB staff and clients.

Required Qualifications:
Candidates should possess an advanced degree (Master’s or equivalent) in fields such as economics, public policy, engineering, finance, or environmental science. An in-depth understanding of key Infrastructure Sectors like energy, transport, urban development, water, or health and education is essential. For the Specialist position, a minimum of 5 - 8 years of experience is required, while for the Senior Specialist position, a minimum of 8 - 10 years of relevant experience is necessary, ideally with multilateral or bilateral development institutions. Proven experience in high-level policy dialogues with governments and strong technical and analytical abilities are also required.

Educational Background:
An advanced degree (Master’s or equivalent) in economics, public policy, engineering, finance, environmental science, or related fields is required for this position. This educational background is crucial for understanding the complexities of infrastructure financing and policy reforms necessary for climate resilience and low-carbon development.

Experience:
Candidates must have significant experience in development project processing and implementation, with a minimum of 5 - 8 years for the Specialist role and 8 - 10 years for the Senior Specialist role. Experience in processing and implementing infrastructure projects in developing countries, particularly policy-based loans, is highly desirable. A proven track record in contributing to high-level policy dialogues with governments is also essential.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages spoken in AIIB’s regions is considered a plus, as it enhances communication and collaboration with diverse stakeholders.
