Job Description

  The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. To continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP is in the process of strengthening its engagement in support of national social protection systems and safety nets, supporting governments with technical expertise in the development of sustainable hunger-smart and nutrition-sensitive solutions that will support progress towards Sustainable Development Goal (SDG) Two: “End hunger, achieve food security and improved nutrition, and promote sustainable Agriculture”. This includes providing technical advice and operational services aligned with national social protection strategies (when available) and frameworks.

WFP’s Regional Bureau in Cairo for the Middle East and North Africa region (RBC) is looking to expand its support to national social protection systems, in support of food security, nutrition and emergency response objectives. RBC provides strategic guidance, policy/Technical Support and direction to WFP operations and activities in 14 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia, Turkey and Yemen.

In this context, WFP is seeking to enhance its capacities to support regional and country level efforts through the recruitment of a Programme Policy Officer. This post will be based in the Social Protection and Safety Nets Unit under the supervision of the Regional Advisor for Social Protection and Safety Nets.

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more Senior Programme Policy Officer.

Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.



Post-graduate degree (Master degree or higher) in social policy, political/social sciences, international development, or related fields.


Fluency (level C) in English and Arabic languages.


  • Experience of working on social policy/development policy issues with national government and/or with organization advising government (such as an International Financial Institution)
  • Proven academic/research experience in the field of social policy/social protection
  • Experience of humanitarian and/or development fields
  • Proven ability and experience in the Coordination of interagency partnerships, including with government entities and International Financial Institutions
  • Experience of enabling Capacity Building on issues of social protection/social policy
  • Experience with UN, and specifically WFP, is an advantage
Knowledge & Skills:

  • Knowledge of strategies and/or policies at global/regional/national level for social protection and safety nets major humanitarian and development challenges and issues, specifically
  • Strong teamwork and coordination capacity
  • Excellent written and oral communication skills

KEY ACCOUNTABILITIES (not all-inclusive)

1.    Provide WFP Country Offices with technical and backstopping support, providing technical guidance as required, including through field missions and Temporary Duty travel (TDYs), to support development, review and implementation of strategies and programmes in support of national social protection systems, in close coordination with WFP Country Office colleagues and relevant Regional Bureau thematic units.

2.    Contribute to ongoing strategic planning processes at country and regional levels on social protection and safety nets and support the improved positioning of WFP in this area, vis-à-vis internal and external stakeholders.

3.    Research and analyze a range of policy and operational issues to inform the development of country strategies, programmes and activities, with a specific focus on social protection and safety nets.

4.    Contribute to the development and coordination of case studies, research, operational information and other knowledge management products, support the organization of external presentations and events showcasing WFP experience and learning, and promote effective information-sharing and exchange.

5.    Support the identification, development and management of potential collaborative partnerships in the area of social protection, including with other UN agencies, International Financial Institutions, government and regional entities and initiatives, and academia.

6.    Support capacity building of Country Office staff and government counterparts to develop a community of practice, including through engagement with social protection initiatives such as TRANSFORM.

7.    Contribute to the preparation of reports on programme activities to support decision making and information sharing.

8.    Liaise with other functional sections and units to ensure effective internal collaboration.

9.    Perform other duties as required.

Programme Lifecycle & Food Assistance Displays ability to identify the main hunger problem at the national or subnational level to Design and implement context-specific programmes that integrate complex Analysis and the full range of food assistance tools.

Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.

Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government Counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
