    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their Basic Needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to Drinking Water, sanitation and hygiene promotion, but also in the essential area of Food Security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    Since the beginning of the conflict in Ukraine, over 714,600 people, mostly women and children, fleeing the war have entered into Moldova. Most of them transit through Moldova to continue their journey to Romania and other destinations or to return to Ukraine. It is estimated end of November 2022 that more than 98,000 Ukrainians are present in Moldova; 67% are female, 39% are children under the age of 18.
    SI is registered and operational in Moldova since March 2022 and started humanitarian interventions in the sector of Water Hygiene and Sanitation (WASH) and Food Security and Livelihood (FSL). Emergency projects are still ongoing in Moldova through the provision of daily hot meals in RACs (Refugee Accommodation Centers), CASH assistance targeting Moldova families hosting Ukrainian refugees and WASH services (Palanca and Otaci bus stations, border crossing points and RACs).

    Solidarites International within the frame of SYNERGIES Consortium (HI, MdM and SI) is funded by the Agence Francaise de Developpement (AFD) and Fondation de France (FdF) to implement a 18 months project to strengthening social cohesion and resilience of Moldovan society to the challenges of hosting Ukrainian refugees.

    Responsibilities and main activities:



  • Propose amendment, plan and oversee the implementation of Social Cohesion activities (Selection and Capacity Building of Moldovan CSOs, support to early childhood enrolment of Ukrainian refugees, Training and administrative and legal support to Ukrainian refugees for a better integration in the Moldovan labor market) that she/he is responsible for, both on-time and within the set technical specifications as per the Synergies consortium, with a strong focus on definition of terms of references of the call for applications for local CSOs, in particular:
(i) participate in support of the Chief of Party in the identification of local CSOs who will benefit from capacity building support in terms of project management and access to institutional funds (ii) define a curriculum and training modules for the CSOs identified to benefit from the Synergies reinforcement as defined in the previous point (iii) prepare terms of reference and deliverables for the calls for proposals to the local CSOs who will implement the Social Cohesion activities for which SI is responsible within the consortium In particular, prepare terms of references for Social Cohesion activities with the support Departments (administrative, logistics), according to objectives Propose additional indicators and eventually amend contractual indicators for monitoring of Social Cohesion activities implemented by local CSOs and context Use management, activity, results, and context monitoring tools Respect SI procedures Provide support and advice to the logistics base for the purchase of materials specific to Social Cohesion activities Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations Propose adjustments to programs if necessary Ensure the achievement of results of the programs she/he is responsible for Anticipate the difficulties associated with conducting Social Cohesion activities and help solve problems related to Social Cohesion activities If necessary, propose program changes in Social Cohesion activities according to the changing environment and indicators In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts, and support the Finance Department in ensuring proper Financial Management by the CSOs receiving a grant from SI Develop the state of needs and the Treasury requests with local CSOs

Capitalization

Compose capitalization documents respecting SI tools Prepare contracting reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters Guarantee the dissemination of technical documentation

Reporting / communications / representation

Make known all information on the security situation or any event with a possible consequence on SI activities or team security Write reports or appendixes relating to his/her reporting and or funding amendment activities Ensure compliance with reporting deadlines and formats Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies Assure Solidarités International’s representation in the meetings or forums concerning the program in his/her place of employment…activity… Represent SI on request and/or delegation Respond to the requirements of Headquarters concerning specific needs Prepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners

General Education

Specific skills and experience:

Coordination, and diplomatic skills Grants Management At least 3 years of experience at the PM position Experience developing network.

Language:

English, knowledge of Romanian Russian an asset

SI will offer you



A salaried position:
According to experience, starting from EUR 1940 gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

- Individual, comfortable room in the guesthouse, with electricity 24/7.
- Internet and Phone network available
- Restaurants and international food are available

Living conditions in Chisinau are very good with an easy access to a wide range of restaurants, cafes...
Security risks are low, and restrictions are very limited.
However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
