Terms of Reference Senior Programme Finance Officer Division of Strategic Planning and Results (DSPR) UNHCR, the UN Refugee Agency, is offering a full-time temporary position within the Performance Analytics and Reporting Unit (PARU), Annual Review and Budget Analysis Services (ARBAS) of Division of Strategic Planning and Results (DSPR) in Headquarters, Geneva.

Title: Senior Programme Finance Officer (P4) Duty Station: UNHCR Headquarters, Geneva, Switzerland Duration: six months Contract Type: Temporary Appointment Start date: As early as possible and no later than 15/03/2021 Organizational context The TA is in the Performance Analytics and Reporting Unit (PARU) of the Annual Review and Budget Analysis Services (ARBAS) of the Division of Strategic Planning and Results (DSPR).

Annual Review and Budget Analysis Service undertakes performance reporting including the development of business intelligence tools and corporate-level reporting including the revenue allocation to its governance bodies, larger UN system and external stakeholders. The Service develops business intelligence tools using the internal data warehouse to facilitate the financial, budgetary and programmatic analysis. In close cooperation with the DER, the Service manages the revenue allocations. PARU performs impact analysis and systems development enabling UNHCR to analyse the implementation of programmes and projects from financial and performance perspectives. Annual Programme Budget and UNRB preparation for member state Committees (e.g. Standing Committee, Executive Committee and ACABQ) are also PARUs responsibility.

The position The temporary position will support the production of Statutory and other corporate reporting on programme budget; performing analysis and reporting on programme budget aspects including both financials and results; regular accounting for the cash modified ledger; periodic matching of donor funding to expenditure.

The incumbent will liaise with the services in DSPR, with the Division of Financial Analysis and Management (DFAM), in the first place the Accounts and Financial Service (AFS) in Budapest to ensure the integrity of budgetary and financial information, with the Division of External Relations (DER) for income forecast and analysis, with the Governance Secretariat on matters related to statutory reports, and with other divisions in the Organization and Bureaux in the field, as required.

Duties and responsibilities ¿ Statutory and other corporate external reporting: preparation of a variety of statutory documents such as the UNHCR's biennial programme budget document for the Executive Committee, regular updates on budget and funding situation for Standing Committee and other Financial Reporting documents for governance bodies, donors and other external stakeholders including United Nations Regular Budget.

¿ Performing analysis and reporting on programme budget: by establishing and managing a structured process of work, and by applying advanced analytical tools and techniques (financial modelling, forecasting), provides advice on matters related to programming, budgeting and the implementation of approved budgets. Researches data and develops metrics on Value for Money, ROI, and other indicators of efficiency. Supports the deployment of existing and new reports and metrics on budget implementation and impact to the corporate BI solution. Develops reports to support corporate exercises such as the annual programme review, mid-year review, daily accounting.

¿ Finance and accounting: coordinate the Revenue Allocation exercise for posting to accounts and determining carry over amounts.  Regularly reconciles cash modified and accrual (IPSAS) ledgers and produces IPSAS budgetary performance reports for inclusion in UNHCR¿s annual Financial Statements.

¿ Fund matching exercise: to produce quality and timely corporate management information for the finance meeting, coordinates a joint task force comprising colleagues from the Divisions of External Relations (DER) and Division of Financial and Administrative Services (DFAM). The product is monthly mock revenue allocation reports matching UNHCR annual expenditure and contributions received.

¿ Contributing to ongoing organizational transformation initiatives: provide substantive inputs to the next Gen ERP, and other organizational transformation initiatives in respect to the own area of expertise. Supports the roll out of the new RBM model and software, contributing to its success.

Essential minimum qualifications and professional experience required The ideal candidate will possess the following qualifications: Essential: ¿ Experience in ACABQ and other UN-related budgetary approval processes; knowledge in business intelligence and Business Analysis; working with off-site consultants; sound financial understanding including IPSAS requirements; working experience with other UN agencies; familiarity with RBM budgeting and reporting Desirable: ¿ Prior experience with UNHCR; Second UN language (French and Spanish), familiarity with Power BI (more specifically on the systems UNHCR use) ¿ Be highly organised and have good attention to detail.

¿ Be able to multi-task and to prioritise workload.

¿ Be a flexible, team-player.

Location The successful candidate will be based with the PARU team in the Division of Strategic Planning and Results (DSPR) located at UNHCR Headquarters Geneva, Switzerland Conditions The temporary appointment is for six months and the expected start date is 15 March 2021. It is a full-time role with working hours Monday to Friday (40 hours per week).
