Job Description

LOCATION: Amman, Jordan REPORTS TO: Director" id="link" class="link">Deputy Director MENA PROGRAM BACKGROUND:

ABA ROLI is implementing a project focused on increasing the number of victim-centered human trafficking investigations and prosecutions in Jordan by increasing TIP referrals, expanding the use of investigation tools and supporting the implementation of Jordan’s national victim referral mechanism. ABA ROLI will develop and deliver trainings on TIP indicators and referrals to police, shelter staff, juvenile officers, prison staff, labor inspectors, and others likely to encounter victims of trafficking.

As part of this project, ABA ROLI will also review or assess Jordan’s anti-TIP efforts with regard to the use of technology in enhancing agency capacity and victim services.

ABA ROLI seeks a consultant to conduct a review of processes related to combatting human trafficking in Jordan and to recommend areas in which technology can be used to enhance these processes, whether related to investigation, Coordination, prosecution, or the provision of services. Assessment will include participation in discussions with stakeholders working to combat Trafficking In Persons in Jordan such as members of the judiciary, prosecutors, shelter staff, police, ministries, and NGOs.


ABA ROLI requires the services of an individual to hold remote discussions with government and NGO stakeholders in Jordan in order to develop recommendations for their use of technology in enhancing inter-agency coordination, communication with the public, investigation, prosecution, and victim services. The assessment will identify gaps in Jordan’s efforts to combat trafficking in persons and areas in which the use of technology can enhance efforts. Suggested areas might improve legal assistance, address vulnerable groups’ inability to navigate complicated court processes or failure of programs to collect and account for victims’ needs and interest. Once gap areas are identified, the individual will develop recommendations to implement “human-centered Design” approaches to address those gap areas and better take into consideration the beneficiaries’ needs.


  • Experience in designing technology-based programs to address justice sector challenges
  • Experience working with justice sector and/or civil society groups.
  • Experience working on US government awards.
  • Working knowledge of Jordan and MENA region and/or experience working in politically sensitive contexts is highly desirable.
  • Excellent written and verbal communication skills.
  • Fluency in Arabic and English is preferred.
  • Ability to communicate effectively with colleagues and clients, both verbally and in writing;
  • Proven ability to multi task and prioritize under pressure, and meet deadlines;
  • Willingness to work across different time zones.
  • Availability to begin in April and May 2021.
