Job Overview:
The Shelter Technical Assistant position is designed to provide program support and assist in the implementation of Shelter Programme activities. This role is crucial for the day-to-day operations within the shelter sector, requiring the assistant to deliver a range of support based on their area of expertise. The position involves working closely with the Shelter Officer to respond to emergencies, conduct assessments, and facilitate Community Engagement. The assistant will be expected to maintain a high level of knowledge in their specialist area to effectively support the team and contribute to the overall objectives of the Shelter Programme. The role demands flexibility and the ability to work under challenging conditions, including extensive travel to remote locations to monitor ongoing projects.
Duties and Responsibilities:
The Shelter Technical Assistant will have a variety of responsibilities, including but not limited to: adhering to NRC policies and guidelines; assisting with the implementation of the CC portfolio according to the action plan; organizing and delivering tasks in line with priorities; developing knowledge in the specialist area; preparing status reports; ensuring proper documentation; and promoting improvements in their area of expertise. Specific responsibilities include assisting the Shelter Officer in Emergency Response activities, such as rapid needs assessments and monitoring implemented activities. The assistant will also help with land identification, community consultations, beneficiary selection, and training for shelter maintenance and Emergency Preparedness. They will be responsible for Data Collection, monitoring training outcomes, and participating in lessons learned meetings. The role requires extensive field travel and the ability to adapt to difficult working conditions.
Required Qualifications:
Candidates must possess a diploma or college degree relevant to the technical skills required for the position. They should have at least two years of humanitarian work experience, particularly in complex and volatile contexts. Documented results related to the position's responsibilities are essential. Fluency in Kachin and other local languages, along with some knowledge of English, is required. Experience in providing training and basic computer skills (such as Word and Excel) are also necessary. Knowledge of construction activities and monitoring, particularly in emergency response contexts, is highly valued.
Educational Background:
The educational background required for this position includes a diploma or college degree in a relevant field that provides the necessary technical skills and knowledge for effective performance in the role. This educational foundation is critical for understanding the complexities of shelter-related activities and the humanitarian context in which NRC operates.
Experience:
The position requires at least two years of experience working in humanitarian settings, particularly with communities, local NGOs, and Civil Society Organizations. Experience in emergency response, especially in areas affected by conflict or Natural Disasters, is highly beneficial. Candidates should have a proven track record of working effectively in challenging environments and delivering results related to the responsibilities of the position.
Languages:
Fluency in Kachin and other local languages is mandatory for this position, as effective communication with Local Communities is essential. Some knowledge of English is also required to facilitate communication within the organization and with international partners. Proficiency in additional languages would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
Additional Notes:
The contract duration for this position is from July 1, 2024, to December 31, 2024, with the possibility of extension based on performance and funding availability. The position is classified at Grade 4, and the employee will report directly to the Shelter Officer. The role involves significant travel (approximately 85%) to various locations, which may include remote and challenging environments.
