Job Overview:
The Shelter Officer position at NRC is designed for individuals who are passionate about helping refugees and displaced persons. The role involves managing shelter activities in the North West Region of Nigeria, ensuring that projects are implemented according to established plans and guidelines. The Shelter Officer will be responsible for preparing and developing status reports, ensuring proper documentation, and supporting the selection of beneficiaries based on agreed criteria. The position requires collaboration with various stakeholders, including community members and external actors, to promote effective communication and Information Exchange. The Shelter Officer will also participate in training and capacity-building initiatives, contributing to the overall success of shelter programs in the region.
Duties and Responsibilities:
The Shelter Officer will have a range of duties and responsibilities, including:
- Ensuring adherence to NRC policies, tools, handbooks, and guidelines.
- Implementing the delegated project portfolio according to the action plan.
- Preparing and developing status reports as required by management.
- Ensuring proper filing of documents related to shelter activities.
- Identifying and targeting beneficiaries most in need, exploring new ways to assist them.
- Developing work plans and schedules for monitoring activities in collaboration with the line manager.
- Supervising assistants and supporting their work.
- Managing shelter activities and reporting on progress in the North West Region.
- Scheduling and participating in training, implementation, and follow-up of projects, including Monitoring and Evaluation. 1
- Leading shelter activities in collaboration with the Coordinator, including designing activities and monitoring construction or rehabilitation projects. 1
- Liaising with the M&E Officer to track outcomes and targets. 1
- Completing all administrative and logistical tasks promptly and accurately. 1
- Representing NRC in community and state-level meetings and promoting information exchange with relevant external actors. 1
- Acting as an Interpreter and translating documents as needed. 1
- Undertaking any other duties assigned by the Shelter PDM NW as required.
Required Qualifications:
The position requires several qualifications, including:
- Experience working as a Project Officer in a humanitarian or recovery context.
- Previous experience in complex and volatile environments.
- Documented results related to the responsibilities of the position.
- Some knowledge of English is necessary.
- Proven practical experience in planning and executing shelter programs, with at least 3 years of experience in humanitarian and development programs.
- A Bachelor’s Degree from a recognized university in Civil Engineering or a related field.
- Experience in Capacity Building and training targeted groups.
- Ability to work independently in a result-oriented, multi-tasking, and multi-cultural environment while managing conflicting priorities.
Educational Background:
Candidates must possess a Bachelor’s Degree from a recognized university, preferably in Civil Engineering or a related field. This educational background is essential for understanding the technical aspects of shelter programs and ensuring compliance with government regulations and standards.
Experience:
The Shelter Officer position requires a minimum of 3 years of experience in planning and executing shelter programs within humanitarian and development contexts. Candidates should have a proven track record of working in complex and volatile environments, demonstrating their ability to adapt and respond to challenging situations effectively.
Languages:
While some knowledge of English is required, proficiency in local languages may be beneficial for effective communication with beneficiaries and community members. Candidates who are fluent in both English and local languages will have an advantage in this role.

This position is based in Yola and Mubi, Nigeria, and may involve travel to other locations within the North West Region. The role is full-time and may require working in insecure environments.
