Job Overview:
The Shelter Officer position at NRC involves managing shelter activities and ensuring the effective implementation of projects aimed at assisting displaced individuals and communities. The role requires a proactive approach to monitoring and evaluating shelter programs, as well as collaborating with various stakeholders to ensure that the needs of the target beneficiaries are met. The Shelter Officer will be responsible for developing work plans, preparing status reports, and ensuring adherence to NRC policies and guidelines. Duties and Responsibilities:
The Shelter Officer will have a range of responsibilities, including but not limited to: managing shelter activities in the North West Region, preparing and developing status reports for management, ensuring proper documentation and filing, and supporting the selection of beneficiaries based on agreed criteria. The officer will also schedule and participate in training sessions, oversee the implementation of projects, and ensure compliance with government regulations and standards. Additionally, the Shelter Officer will liaise with the Monitoring and Evaluation Officer to track outcomes and outputs, represent NRC in community and state-level meetings, and undertake any other duties assigned by the Shelter Project Manager. The role may also involve acting as an Interpreter and translating documents as needed.
Required Qualifications:
Candidates for the Shelter Officer position should possess a strong background in Project Management within a humanitarian or recovery context. They should have documented results related to the responsibilities of the position and experience working in complex and volatile environments. A basic knowledge of English is also required. Specific skills include proven practical experience in planning and executing shelter programs, with at least three years of experience in humanitarian and development programs. Candidates should also demonstrate the ability to work independently in a multi-tasking and multicultural environment, manage conflicting priorities, and have experience in Capacity Building and training.
Educational Background:
A Bachelor’s Degree from a recognized university in Civil Engineering or a related field is required for the Shelter Officer position. This educational background is essential for understanding the Technical Aspects of shelter construction and rehabilitation, as well as for ensuring compliance with relevant standards and regulations.
Experience:
The position requires a minimum of three years of practical experience in the planning and execution of shelter programs within a humanitarian context. Candidates should have a proven track record of working in complex and volatile environments, demonstrating their ability to adapt and respond to challenging situations effectively.
Languages:
While knowledge of English is mandatory for this position, proficiency in local languages spoken in the region would be considered an asset. This linguistic capability would enhance communication with Local Communities and stakeholders, facilitating better engagement and understanding of their needs.
