Job Overview:
The Shelter Cluster Sub-National Coordinator in Gaza is tasked with conducting Coordination, strategy development, and advocacy functions to ensure that NRC effectively fulfills its role as the Shelter Cluster Palestine (SCP) Lead Agency. This position requires the individual to manage and lead the Gaza Coordination Team, ensuring effective communication and collaboration among various stakeholders, including local authorities and other humanitarian organizations. The coordinator will also be responsible for developing shelter strategies in consultation with partners and ensuring that the shelter response aligns with the overall humanitarian strategy in Gaza. The role involves significant cross-sectoral coordination with related clusters such as WASH, Protection, and Site Management, ensuring that all shelter activities are inclusive and responsive to the needs of the affected populations.

Duties and Responsibilities:
The duties and responsibilities of the Shelter Cluster Sub-National Coordinator include: 1. Directly managing and providing leadership to the Gaza coordination team, including mediating discussions and planning among team members. 2. Representing the Gaza Shelter Cluster at inter-agency meetings and coordination forums. 3. Developing shelter typologies in collaboration with the Shelter Cluster Technical Coordinator. 4. Liaising with local authorities and key stakeholders to ensure effective coordination. 5. Contributing to the development and continuous updating of the SCP Strategy in consultation with partners. 6. Facilitating inclusive and results-oriented Cluster Coordination meetings. 7. Coordinating shelter needs assessments and ensuring that they are participatory. 8. Supporting the establishment and maintenance of the cluster structure and producing timely analytical reports. 9. Ensuring compliance with relevant technical standards and good practices in shelter response. 10. Identifying advocacy concerns and developing joint initiatives for effective advocacy. 11. Providing regular updates to the NRC Director" id="link" class="link">Country Director on shelter response activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s/MPhil) in Civil, Structural, or Architectural Engineering, or a related field. Additionally, a minimum of four years of professional experience in Shelter and Non-Food Items at a managerial level in Emergency and conflict settings is required. Familiarity with the humanitarian architecture, including the cluster system and humanitarian response plans, is essential. Experience working in complex and volatile contexts, particularly within the Palestinian context, is highly desirable. Strong advocacy and representation skills, along with the ability to develop interpersonal relationships, are crucial for success in this role.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or MPhil) in a relevant field such as Civil, Structural, or Architectural Engineering. This educational foundation is critical for understanding the technical aspects of shelter and infrastructure in humanitarian settings.

Experience:
The position requires a minimum of four years of professional experience in relevant fields, particularly in Shelter and Non-Food Items management within emergency and conflict environments. Candidates should have experience working within the humanitarian architecture, including familiarity with the cluster system and humanitarian response plans. Experience in complex and volatile contexts is essential, as is knowledge of the Palestinian context.

Languages:
Fluency in English is mandatory, both written and verbal. This proficiency is essential for effective communication within the cluster and with external stakeholders. Knowledge of additional languages relevant to the region may be considered an asset but is not mandatory.

Additional Notes:
The position is based in Gaza, with the possibility of remote work in Jerusalem and Amman as needed. The contract duration is for 12 months, with the potential for renewal based on funding and performance. The role requires approximately 50% travel to NRC Palestine field locations. The salary is classified as grade 8 on NRC’s salary scale, with accompanying terms and conditions.
