Job Overview:
The Shelter Cluster National Coordinator plays a pivotal role within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. This position is responsible for coordinating and leading efforts to ensure a coherent and effective Emergency response to complex humanitarian crises. The coordinator will work closely with sub-national coordinators and the lead agency to mobilize various agencies, organizations, and NGOs, ensuring that responses are strategic and well-coordinated. The role involves direct management of team members, facilitating meetings, and ensuring that the shelter response aligns with local procedures and customs. The coordinator will also be responsible for developing strategies, conducting needs assessments, and maintaining relationships with key stakeholders.

Duties and Responsibilities:
1. Directly manage and provide leadership to the two Sub-national Coordinators and the Technical Coordinator, mediating discussions and planning. 2. Collaborate with various clusters and working groups to ensure effective information sharing and common approaches to challenges. 3. Facilitate and chair National Shelter Cluster meetings, ensuring that cross-cutting issues are included. 4. Provide guidance for the Shelter Cluster Technical Coordinator and the cluster team in designing technical tools and facilitating trainings. 5. Support cluster partners in needs assessments, project development, and funding opportunities. 6. Establish and maintain relationships with national authorities and stakeholders to support the shelter response. 7. Develop a Shelter Cluster Strategy in consultation with partners and local government. 8. Coordinate shelter needs assessments and ensure timely analytical shelter reports are produced. 9. Ensure the shelter response adheres to relevant Technical Standards and good practices. 10. Lead on integrating cross-cutting issues into the Shelter Cluster's work. 11. Maintain a functional Information Management strategy for reporting and sharing information. 12. Identify core advocacy concerns and develop initiatives for regular advocacy. 13. Collaborate with OCHA and lead on standard cluster processes. 14. Work with team members to delegate tasks and responsibilities effectively.

Required Qualifications:
1. Advanced University Degree (Master’s/ MPhil) in Civil/Structural/Architectural Engineering or a relevant field. 2. Minimum of 8 years of professional experience in Shelter and Non-Food Items at a managerial level in emergency and conflict environments. 3. Experience within the humanitarian architecture (cluster system) and familiarity with humanitarian appeals and response plans. 4. Proven experience working in complex and volatile contexts, with knowledge of the Palestine context being highly desirable. 5. Proficiency in Computer Applications, particularly MS Word and Excel. 6. Strong leadership skills with documented results related to the position’s responsibilities. 7. Ability to work under stress, meet deadlines, and travel extensively on short notice.

Educational Background:
Candidates must possess an Advanced University Degree (Master’s/ MPhil) in Civil, Structural, or Architectural Engineering, or another relevant field. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to effectively manage shelter-related projects and initiatives.

Experience:
The position requires a minimum of 8 years of professional experience in the field of Shelter and Non-Food Items, specifically at a managerial level. This experience should be within emergency, conflict, and post-conflict environments, demonstrating the candidate's ability to navigate complex humanitarian situations and lead effective responses.

Languages:
Fluency in English is mandatory, both written and verbal. This proficiency is essential for effective communication within the organization and with external stakeholders. Knowledge of additional languages may be considered an asset but is not explicitly required for this position.

Additional Notes:
The duty station for this position is Jerusalem, with travel to Gaza as the situation allows. The contract is for 12 months and is renewable based on funding and performance. The role involves approximately 50% travel to NRC Palestine field locations. The salary and benefits are based on grade 9 of NRC’s salary scale, which includes accompanying terms and conditions.
