Job Description

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

The overall purpose of this position is to plan, manage, monitor, and report on all of DRC's shelter activities in line with project objectives, timeframe and resources. This includes distributing shelter materials, assessing shelter needs, designing improved shelters, writing proposals, managing the Shelter team and the budget, and external representation. The successful candidate will provide Technical Support, leadership and strategic direction to the team, meet quality standards in shelter delivery, ensure equitable and meaningful beneficiary participation, liaise with stakeholders, and support the performance development of Shelter staff.


  • Manage DRC's shelter activities to achieve project objectives within budget and on time while upholding humanitarian principles and adhering to DRC's values.
  • Set measurable and attainable project objectives and indicators in collaboration with DRC's MEAL team, the Shelter/SMSD Coordinator" id="link" class="link">Technical Coordinator, and other members of the DRC Shelter team.
  • Supervise DRC's shelter activities from the technical design stage to execution of works and final evaluation.
  • Manage the Shelter team, including conducting staff performance reviews, recruitment, and ensuring that the team structure is appropriate.
  • Facilitate regular Shelter team meetings to share information, review targets, identify challenges, problem-solve and collect feedback.
  • Provide team Capacity Building through work assignments and formal trainings on topics identified by the team.
  • Manage the budget, including accurate expenditure forecasts, allocation of expenses to the proper budget lines, and adherence to DRC operational standards.
  • Maintain regular communications within the Shelter team, the DRC Bangladesh office and with external stakeholders (beneficiaries, government officials, donors, UN agencies, other NGOs).
  • Represent DRC in Shelter/NFI sector Coordination meetings, technical working groups and other coordination meetings as required.
  • Plan and coordinate with Supply Chain to procure goods and services that meet quality standards, transport and deliver materials to sites, organize storage and security of materials on site, manage shelter-related contracts and track equipment.
  • Ensure project implementation is in line with donor requirements, DRC procedures and policies, Sector guidelines, and international standards, i.e. Sphere, CHS
  • Identify the risks, calculate their likelihood and the impacts on the project objectives and take necessary steps to prevent, mitigate and minimize their impacts.
  • Ensure DRC shelter activities are strategically integrated with ither DRC’s programme sectors to achieve greater impact in the field and to address multiple needs and vulnerabilities of the beneficiaries.

  • 3-5 years of professional experience in a relevant field (Civil Engineering, architecture, urban planning).
  • Proven ability to coordinate with stakeholders, advanced interpersonal communication skills, and strong management experience.
  • Highly skilled in project planning, budget management, report-writing and Analysis.
  • Experience with data collection, construction monitoring and activity tracking tools.
  • Excellent skills in Microsoft Office and CAD, experience with KoBo Toolbox preferred.
  • Experience working on shelter in a developing country, preferably in a humanitarian context.
  • Demonstrated ability to handle heavy workloads, prioritize activities strategically, consistently meet deadlines and adapt to complex and challenging work environments.
  • Experience in training, mentoring or coaching staff.
  • Knowledge of humanitarian principles
  • Ability to travel camps frequently and able to cope with basic conditions during the day trips in the camps

  • Higher level qualification in a technical field, preferably in civil engineering or in another relevant field such as architecture/engineering/ Construction Management; BSc/BEng in a relevant field desirable

  • English – fluent
  • Bangla – fluent
  • Rohingya / Chitagonian - Desirable
