This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants. If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.

The position is assigned in the Urban Sector Group Secretariat within the Sector Advisory Service Cluster (SDSC-URB) of Sustainable Development and Climate Change Department (SDCC). SDCC is the focal point of sector and thematic work in ADB, hosting the secretariats of 7 sector groups (i.e., Education, Energy, Finance, Health, Transport, Urban, and Water) and 6 thematic groups (i.e., Climate Change and Disaster Risk Management, Environment, Gender Equity, Governance, Rural Development and Food Security, and Social Development).

Job Purpose

The Senior Urban Development Specialist (Waste Management) is expected to have an academic and professional background on designing and implementing urban environmental management projects to various project teams across regional departments and sector and thematic groups of SDCC in conducting analytical work to assess the wastewater and Solid Waste Management at city and country levels and processing and administering investment and technical assistance. The incumbent will report to Chief of Urban Sector Group and may supervise National and Administrative staff.

Responsibilities

  • Provide expert support and advisory work on innovative project design, specifically on alternative technologies for wastewater and solid waste management, building on city and country level experiences and applicable practices on localized wastewater or solid waste management projects;
  • Provide extensive inputs during project design and implementation, including identification of supply and demand, and recommendation on suitable action to address such issues;
  • Provide guidance on advancing policy, stand-alone technical assistance aimed at building capacity, management of available resources and operation and maintenance including network management, strengthening urban planning and development through project investment, and institutional reforms related to wastewater or solid waste management for urban areas;
  • Support regional departments as a mission/project member in preparing wastewater or solid waste management projects and advise governments on improving urban environmental management based on regional and local resources and Data Analytics on wastewater or solid waste management support infrastructure;
  • Facilitate collaboration with sector and thematic groups and regional departments on relevant wastewater or solid waste management;
  • Conduct development of knowledge products and services for innovative practices and technologies on wastewater or solid waste management;
  • Lead the organization and implementation of knowledge sharing events and workshops on specialized topics on wastewater or solid waste management; and
Prepare presentations and other briefs for use in meetings related to the trust fund, including the annual consultation meeting with financing partners, and other management support requested.

Qualifications Relevant Experience & Requirements

  • Master's degree in Environmental Engineering, Environmental Science, Civil Engineering or relevant fields. Alternatively, university degree in Environmental Engineering, Environmental Science, Civil Engineering, or related fields combined with additional relevant professional experience can be considered;
  • Minimum of 10 years of relevant international professional work experience;
  • Excellent written and verbal communication skills in English is required;
  • Able to undertake background research and Analysis on difficult but well-defined tasks; collect and organize required data and information; apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers, and sections of reports
  • Demonstrates in-depth understanding of the interactions between different ADB work areas and relevant workflows and their purposes;
  • Possesses good analytical thinking with ability to make simple causal links, pro-and-con lists, and analyses to reach a decision; and set priorities for tasks in order of importance
  • Able to coordinate and work effectively with staff within own work location and can work collaboratively with teams; and

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
