For more information: https://www.worldbank.org/en/topic/socialsustainability SSI in EAP and Indonesia The SSI Unit 2 (SEAS2) in the East Asia and Pacific (EAP) region is responsible for: (i) undertaking social Analysis during project preparation and implementation, to mainstream social development and inclusion issues throughout the Bank's work in the region; (ii) ensuring compliance with the Bank's social safeguards policies and the implementation of the ESF; (iii) undertaking Advisory Services and Analytics (ASA) in the form of thematic studies on social development issues, country social analysis, and Reimbursable Advisory Services; (iv) leading the preparation and supervision of lending operations that promotes inclusion of vulnerable groups including women and youth, and (v) facilitating partnerships and dialogue with civil society through outreach and engagement.

Specifically, in Indonesia, a major focus of the World Bank's engagement is on improving service delivery across Indonesia's nearly 75,000 villages in the rural areas! One third of income inequality can be traced to inequality of opportunity in access to health and education services. Nearly half of government spending is at the local level, where capacity and accountability are weakest. In recent years, the Government has committed to channeling around $8 billion, or about 6% of the national budget, directly to Village Governments (VGs) to improve service delivery at the frontlines! VGs now also play a direct role in achieving national priority programs, including stunting prevention, improving educational outcomes, and increasing resilience to Climate Change.

Role & Responsibilities: The Senior Social Development Specialist will work on the following: Operations:
  • Lead the planning, Design and implementation of projects and other operational engagements, using diverse instruments available to clients (investment lending, policy lending, trust funds, etc.).
  • Participate in project preparation, appraisal and supervision activities, including operational missions, with a focus on implementation arrangements, technical design, economic and Financial Analysis;
  • Engage in project supervision and regular monitoring of project implementation, including helping to resolve emerging issues to ensure results on the ground and project implementation progress
  • Engage in policy dialogue with government agencies on social development and related topics such as community driven development (CDD), social accountability, citizen engagement, local governance, social inclusion and gender equality.
  • Advise task teams on technical options for social development analytics on the full range of social development topics.
  • Give support to cross-practice teams responsible for the preparation of policy notes, Systematic Country Diagnostics, Country Partnership Frameworks, Country Policy and Institutional Assessments, sector studies, Portfolio Reviews and research and policy development activities.
  • Maintain active engagement with broad range of key stakeholders, including development partners, the private sector and civil society.
Analytical and technical assistance:

  • Develop and lead analytical work that informs the social development aspects of key policy and operational decisions in areas such as gender equality, social accountability, poverty reduction, social resilience, and local service delivery.
  • Support task teams and CMU with relevant analysis, peer review, advice and policy guidance related to all social development issues.
  • Summarize and globally share lessons from the Indonesia experience; contribute to the creation of global knowledge on social development issues; actively add value to the enhancement of Bank's support to clients outside the Region through peer review, cross support, etc. Offer support to the Unit's briefs, blogs, strategy documents, and papers on critical social development issues for both internal and external audiences.
Others: Manage multiple Trust Funds budgets and activities.

Contribute to team building within the Indonesia social development team through knowledge sharing, learning activities, team meetings, etc.

Maintain relationships with other GPs and provide support to the CMU as needed.

Selection Criteria

  • Advanced university degree (Masters or PhD) in relevant social science (e.g., Sociology, Anthropology, Economics, and Political Science) or related fields.
  • Minimum of 8 years of professional experience in social development topics, including CDD, social inclusion, social accountability, gender, youth, etc.
  • Proven task team leader (TTL) experience with Bank operations, policies, procedures and processes, including safeguard policies.
  • Proven track record in communicating complex issues in a clear and concise manger to different partners.
  • Excellent interpersonal, problem-solving, diplomacy and team skills, and the ability to work with a range of partners to effectively build consensus to achieve constructive outputs.
  • Strong organizational skills, with ability to prioritize, deal with frequent and unexpected changes, and work within tight timeframes.
  • Ability to present and facilitate sessions and sophisticated content in plain language.
  • Experience working on complex and multi-sectoral development challenges; experience working in Indonesia is a plus.
  • Excellent oral and written communication skills in English; proficiency in Bahasa Indonesian would be an advantage.
