This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants. If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.

The position is assigned in the Regional Cooperation and Integration (RCI) Thematic Group Secretariat within the Sustainable Development and Climate Change Department. The Sustainable Development and Climate Change Department provides leadership, innovation, and knowledge sharing for ADB's sector and thematic work. The RCI Thematic Group is responsible for undertaking research, knowledge sharing, and peer review work that supports innovative ADB's RCI operations and RCI project pipeline development. This business research is designed to be high quality innovative research focused on emerging sectors and subsectors, non-sovereign areas for RCI and inter sub-regional RCI. It manages and mobilizes financial resources for RCI programs and projects and supports human resources and Talent Management for RCI.

Job Purpose

Established in 2016, the Experts Pool initiative aims at nurturing ADB with cutting edge knowledge in key priority areas, by bringing in experts equipped with such knowledge. The selected candidate is expected to provide substantive technical advice to regional (operations) departments in designing 2-3 projects per year through a combination of ongoing Advisory Services, document reviews, contribution-oriented knowledge products and mission support. The incumbent will report to the Chief of The RCI Thematic Group and may supervise National and Administrative Staff.

Specifically, the Senior Regional Maritime Specialist will assist in developing and implementing the Regional Cooperation and Integration strategic area of ADB in line with Strategy 2030 and Operational Priority 7 reflected by the RCI Operational Plan (2019-2024). She/he will prepare a study on best practices in greening maritime connectivity, including shipping and ports. In collaboration with RCI Thematic Group Secretariat, she/he will undertake assessment to provide sector-specific, decision-useful information relevant for the ADB to take a decision on how to avoid and mitigate environmental and social risks and impacts, as well as make the most of opportunities, when providing capital to companies or projects on shipping and ports or encouraging public-private partnerships. They will also be required to help support ADB's efforts to strengthen regulatory standards and their implementation in these areas. The incumbent will report to Chief of RCI and will supervise international, national and administrative staff.


Develop a regional strategy for ports connectivity and maritime trade efficiency: work closely with operations departments and Transport Sector Group to develop a master plan for selected ports through assessments of ports governance, multimodal infrastructure links, and ports related trade facilitation on enhanced port efficiency. She or he will provide technical inputs in identifying hard infrastructure and trade facilitation constraints in selected ports particularly in relation to enhancing multimodal connectivity and map and prioritize needed port governance designed to foster competitive port operations to attract public, private, and public-private partnerships Develop a regional strategy for green ports and shipping: work closely with operations departments and Environmental Thematic Group to develop a master plan for implementing International Maritime Organization regulations; enhanced environmental management practices of port authorities and operators; recycling; waste and water quality investments; and knowledge sharing on best practice global and regional port associations, designed to attract private port terminal operators in green investments.

Provide guidance to ADB in mitigating and managing social, environmental, and other risks from investments in the sector.

Submit a report and organize a Deep Dive Workshop on RCI as part of a Transport Forum in close collaboration with the Transport Sector Group.

Submit a report and organize a Deep Dive Workshop on RCI as part of a Healthy Oceans Conference in close collaboration with the Environment Thematic Group.

Participate and present during consultation meetings and/or country consultations with stakeholders.

Undertake other related tasks as may be required by the Chief, RCI Thematic Group.

Qualifications Relevant Experience & Requirements

  • At least a master's degree in transport economics and environmental planning or a related field, with specialized experience in addressing issues in port.
  • Should have at least 10 years of relevant experience in their specific area of expertise, extensive experience in research, and be knowledgeable on regional cooperation issues, ADB's transport and infrastructure operations, and local conditions in the economies of Central and West Asia, East Asia, South Asia, Southeast Asia, and the Pacific.
  • Strong analytical and research capabilities and problem-solving skills.
Demonstrated ability to use relevant methods and instruments to conduct economic Analysis.

Ability to liaise with Management and staff at all levels.

Ability to interact effectively with senior government officials and staff of other international organizations.

Excellent written and verbal communication skills in English is required.
