This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants. If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.

The position is assigned in the Governance Thematic Group within the Sustainable Development and Climate Change Department (SDCC). SDCC is the focal point which provides corporate coherence in the development and implementation of sector and thematic policies and strategies in ADB. SDCC's Thematic Cluster (SDTC) aims to consolidate the thematic operational and knowledge support services, which include carrying out the implementation of ADB's Operational Priority 6 on Strengthening Governance and Institutional Capacity under Strategy 2030. SDTC-GOV takes the lead in strategic work related to governance and public sector management (PSM) issues in ADB operations, and is an important institutional platform for knowledge sharing, cross-departmental Coordination, peer review, learning, and links to external networks and partners. The Group is the in-house network of experts on governance, public financial management, domestic resource mobilization (DRM), anticorruption, public sector management, e-governance, state owned enterprises, and institutional and Capacity Development. It plays a crucial role in promoting governance issues in ADB's operations and in delivering quality operations and innovative solutions in PSM in ADB's developing member countries.

Job Purpose

The Senior Public Management Specialist (Tax) provides intellectual leadership in public sector management (PSM), governance and institutional development, including through provision of Technical Support to ADB's operational departments and developing member countries (DMCs), and the implementation of ADB's Strategy 2030 Operational Priority 6 (OP6) on Strengthening Governance and Institutional Capacity with a focus on DRM including mostly tax (direct and indirect) and non-tax revenues and to lead on tax policy and tax Administration reforms. In line with the ADB announcement of the establishment of the Regional Hub on Domestic Resource Mobilization and International Tax Cooperation, the Senior Public Management Specialist will be expected to contribute to the operational launching of the hub and support the creation of a secretariat. Lead and ensure the quality of relevant knowledge products and services in the areas of DRM including on strengthening governance and institutional development and their dissemination through internal and external networks and training and learning mechanisms. Lead knowledge generation and dissemination across key areas of DRM. Support operational departments in advisory programs/projects on policy reforms and institutional development across DRM good practices. Support strategy development and operational planning, and work within the general policies, principles and goals of ADB. The incumbent will report directly to Chief of Governance Thematic Group.


a. Policies, Strategies and Frameworks
  • Provide intellectual leadership to ADB in institutional development and performance in DMCs consistent with the approaches outlined in ADB's OP6 on Strengthening Governance and Institutional Capacity.
  • Provide corporate and operational support to DRM and in coordination with Office of Anticorruption and Integrity operationalize international tax standards such as BEPS action plan and the exchange of information matters.
  • Design and implement tools, guidelines and training materials for strengthening revenue collection across revenue authorities including tax administrations.
  • Contribute to developing medium term revenue strategies and tax administration digital development roadmaps for client countries in coordination with other development partners.
  • Lead reviews of the efficiency and effectiveness of ADB's support for DRM governance and institutional development, and updating of related policies, strategies, guidelines, data generation and reporting systems.
  • Support policy dialogues on governance and overall DRM better practices with ADB's developing member countries, as may be requested by Regional Departments, including for work related to country partnership strategies.
  • Contribute to integrated solutions and advisory work based on a voluntary and compliance- based tax system and to be linked to service delivery, institutional strengthening, and capacity development.
  • Contribute in close coordination with ADB's Digital Technology Unit to the digitalization of tax administrations.
b. Operational advice and support
  • Provide technical advisory and operational support to operational departments on DRM governance and institutional development in the design and implementation of loan, grant and technical assistance operations, including project processing, review missions, and researching specific topics.
  • Work directly with ADB operational departments to diagnose shortcomings across tax policy and tax administration agencies that through policy and technical assistance support can relax constraints and lead to improved revenue mobilization. This will inform sector assessments and road maps, and country and sector results frameworks.
  • Lead, design, process and implement regional technical assistance projects on DRM, governance and institutional development in DMCs, including enhancing peer-to-peer learning among DMCs.
  • Lead and supervise the administration of grant funds, including the establishment of related annual work plans and required administration guidelines.
  • In collaboration with tax experts in Gov TG, design and deliver learning programs for ADB staff on strengthening DRM design and implementation.
  • Contribute to Tax Administration Diagnostics Assessment Tools (TADAT) across ADB involvement in IMF missions to selective DMCs.
c. Promotion of regional cooperation
  • Lead work in generating and standardizing tax data using OECD methodology and other reporting requirements for DMCs to improve coverage, quality and timeliness of tax data disclosure.
  • Develop and maintain regional partnerships to enhance and share knowledge and good practices on DRM covering other development partners such as OECD, IMF, World Bank and UNESCAP and regional tax associations such as Study Group on Asian Tax Administration and Research (SGATAR) and Pacific Islands Tax Administrators Association (PITAA).
d. Knowledge generation and sharing Actively participate as a member of the Governance Thematic Group Secretariat so the group is effective as an internal network for knowledge sharing and cross-departmental coordination on PSM and governance issues.

Lead the development and ensure the quality of knowledge products (i.e. sector/ thematic studies and assessments, review) and partnerships.

Lead the design and delivery of training and learning programs, seminars, conferences, donor working groups, and internal working groups.

Work with development partners, knowledge partners and maintain external networks to bring knowhow, experience and lessons from within and outside Asia and the Pacific.

Oversee the maintenance of databases, websites and other resources containing relevant information on PSM, governance and institutional development.

Lead the preparation and organization of various media for knowledge dissemination within ADB such as newsletters, seminars, and regional workshops.

e. Staff supervision
  • Take the role of team leader on specific initiatives and supervise the work of team members.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.
  • Provide mentoring and other support, as needed, to those on internships, development assignment, etc.
Qualifications Relevant Experience & Requirements

  • Master's Degree, or equivalent, in Economics, Public Finance, Public Policy, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a master's degree.
  • At least 10 years of relevant experience in taxation and taxation related fields at senior levels (e.g. leading projects) in tax policy and/or tax administration agencies or in development organizations.
  • International experience working in several countries
  • Theoretical, analytical and practical understanding of tax management matters and ideally including in developing countries and those in Asia
  • Able to liaise and deal effectively with the Management and senior staff, as well as with senior Civil Servants in client governments and collaborator agencies
  • Significant expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas
  • Recognized ability to lead projects and to share relevant knowledge to benefit the broader ADB community
  • Excellent oral and written communication skills in English

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
