Opportunity:R4D seeks a Senior Program Officer with health financing, systems, and immunization expertise to provide Technical Support to health financing and health systems strengthening initiatives to strengthen immunization services, including the USAID-funded MOMENTUM Routine Immunization Transformation and Equity program and Health Systems Strengthening Accelerator (HSS Accelerator). These projects include work at the global and regional levels, as well as at the country level in a variety of USAID-supported countries. For one or more selected projects, the Senior Program Officer will bear primary responsibility for strategy, project and people management, and analytic activities in support of efforts by low- and middle-income countries to strengthen health systems and sustainably finance their health systems and accelerate improvements in the effective coverage, quality and equity of immunization and other priority health services.


Responsibilities of the Senior Program Officer will be focused on Analysis" id="link" class="link">Technical Analysis and writing, project and people management, and knowledge management and communications. Operating with substantial independence, the Senior Program Officer will support projects by providing technical facilitation and technical assistance to developing countries and producing analytic papers and products on health system Design and health financing reforms. The Senior Program Officer is expected to be a self-starter with a wide range of experience and talent, who can exercise excellent judgment, and support multiple tasks while delivering high quality results within tight timeframes.

Within assigned projects, their technical responsibilities will include:
  • Leading, supporting, and supervising health systems and financing analysis in areas including, but not limited to, resource Mapping, expenditure tracking, public financial management, costing, cost-effectiveness, equity and efficiency;
  • Developing and adapting relevant analytic tools and methods for project aims;
  • Designing analytic and Capacity Building activities to influence both supply of and demand for high-quality health services in project countries;
  • Building capacity on health economics and financing, including on the generation and use of evidence for advocacy and policy design, in partner countries;
  • Ensuring the technical rigor and contextual appropriateness of the R4D’s health systems and financing activities on projects; and
  • Traveling, as needed, to advance project objectives and to share results and learning (when international travel resumes).
Additionally, they will have a range of project management responsibilities, including:
  • Overseeing R4D’s day-to-day engagement in projects and coordinating inputs from other team members in response to identified analytic, capacity building and other needs, including representing R4D on partner project management teams;
  • Supervising and coaching junior team members and ensuring the R4D Health Practice leadership’s appropriate awareness of and involvement in project activities;
  • Developing project budgets and monitoring expenditures in accordance with R4D policies and funder requirements;
  • Contributing to the effective monitoring of key activities and documenting and disseminating results at national, regional and/or global levels; and
  • Maintaining strong, positive relationships with partners, funders, and country governments.
  • Finally, the Senior Program Officer will be expected to contribute to organizational initiatives, including by:
  • Leading and/or supporting strategic planning and Business Development activities;
  • Cultivating collaborative relationships with contacts in low- and middle-income countries, funding agencies, and the global health research and practitioner communities;
  • Participating in internal efforts to strengthen operational systems and processes; and
  • Performing other duties, as necessary.


Consideration for this pivotal role will be given to health policy or international development professionals with 1) experience and expertise in health financing and/or health economics; 2) experience providing project management and technical assistance to USAID- or other donor-funded initiatives; and 3) the ability to meet rigorous timelines, track results, effectively manage staff and multi-stakeholder relationships, and support decision-making at the national and sub-national level to create positive change.

Successful candidates are likely to have the following qualifications:
  • Master’s or doctoral degree in Public Health, Public Policy, Public Administration, Economics, Finance, or other relevant discipline;
  • At least seven (7) years of experience working on health financing, immunization, and health systems strengthening in low- and middle-income countries;
  • Demonstrated track record of providing effective technical assistance to health and finance officials at the national and/or sub-national levels in areas such as strategic and operational planning, resource needs estimation, resource mobilization, expenditure tracking, public financial management, program implementation, and financial monitoring;
  • Experience and knowledge of immunization landscape and programs at global and country-levels;
  • Extensive experience working in private, public, and/or civil society sectors and experience providing technical assistance to various countries in a variety of contexts and in collaboration with a range of partners and stakeholders;
  • Full professional fluency in English, including excellent written and verbal communication skills; full professional proficiency in French is highly preferred;
  • Significant experience with qualitative and quantitative Data Collection and analysis, as well as the ability to translate complex technical analysis for policy and lay audiences;
  • Demonstrated ability to work independently and to effectively manage project teams, including steering work planning, managing and mentoring junior colleagues, and overseeing compliant and cost-effective use of resources to deliver on objectives; and
  • Proficiency in Microsoft Office suite, including Word, Excel, PowerPoint, and Outlook.
