Job Overview:
The IRC’s Resettlement Team will support the US Government to expand USRAP by launching a labor-based complementary pathway to the US. New complementary pathways such as labor mobility provide durable solutions for refugees while simultaneously responding to workforce needs in the U.S. by removing barriers that hinder refugee self-determination in accessing durable solutions. The pilot program aligns with UNHCR’s 2030 Roadmap to increase third country solutions for refugees through the additionality of complementary pathways and will operate in close Coordination with the newly launched Welcome Corps.
The Senior Program Officer (SPO), U.S. Labor Mobility, will support a US government funded pilot project that establishes a new complementary labor-based pathway for refugees to the United States. The SPO will work in partnership both internally and externally on matters related to pre and post arrival program functions, staffing structure, Design" id="link" class="link">Program Design, client safeguarding, and overall program compliance. The incumbent will advise and guide national and international management to establish IRC’s standards of labor mobility program excellence.
The Senior Program Officer reports to the Technical Advisor for Third Country Solutions. The duration of this project is estimated to end in May 2026.
RESPONSIBILITIES:
- Oversee and coordinate the delivery of the US labor mobility pilot program daily operational needs.
- Lead the development and documentation of policies and practices that promote program compliance and excellence.
- Lead the development and management of training and technical assistance by liaising with IRC subject matter experts to coordinate high quality information sharing for the program pilot.
- In coordination with program counterparts, guide resettlement leaders through all activities in the program cycle including reporting, Data Collection, proposal writing, monitoring, training, and pipeline management.
- In collaboration with program partners, guide internal and donor monitoring for compliance with program guidelines. Advocate and help remove barriers to full program compliance.
- Support the development and implementation of a quarterly feedback mechanism to ensure the project remains on track to achieve its objectives.
- Help to coordinate the development of US Labor Mobility toolkit to include compliance guidance and reference manuals for the grant program. Ensure materials remain current.
- Support the identification and onboarding of IRC program partners, including the compilation of required documentation for submission to PRM.
- Manage donor reports and grant proposals.
- Possibility to lead and coach direct reports. Provide professional growth opportunities and pathways.
Job Requirements:
Education
- Bachelor’s degree in a related field required, Master’s degree in Social Work, International Affairs, or related field highly desirable.
Work Experience:
- Minimum 6 years progressive work experience in the field of refugee resettlement at national and/or local level, including delivery of R&P programming.
- Minimum 3 years program and Grants Management experience preferred.
- Demonstrated experience managing external stakeholders and staff supervision experience required.
- Previous experience leading program design, budget and implementation, grants management, monitoring program compliance and providing technical assistance required.
Preferred Experience and Skills:
- Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.
- Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
- Strong analytic problem-solving skills.
- Ability to work both independently and in a dynamic, cross-functional global team structure.
- Highly proficient in Microsoft Office suite.
- Demonstrated ability to work effectively with stakeholders at all levels.
- Ability to manage others and work through change in a proactive and positive manner.
Working Environment:
- Standard office working environment.
- Up to 20% of travel as needed.
- This role may require working remotely full or part time and part time remote employees may be required to share workspace.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
