The position is assigned in the Portfolio Management Division (PFPM) within the Procurement, Portfolio and Financial Management Department (PPFD). In the area of portfolio management, PPFD is responsible for assessing the performance of ADB's portfolio, including preparation of the annual portfolio performance report, reporting on quarterly portfolio performance and project classification system, and conducting special studies; preparing regular and ad hoc reports on the status of ADB's portfolio; managing selected portfolio databases, including data entry and data quality assurance; supporting and managing ADB's automated project Management Systems; maintaining PPFD's website and Business Opportunities website; providing technical and analytical portfolio management support to user departments; overseeing, administering and advising on Project Administration Instructions (PAIs); providing secretariat support to the Operations Review Meeting-Portfolio; leading interagency engagement on portfolio and project management issues including participation in multilateral development bank (MDB) portfolio management meetings; commenting and advising, in coordination with the Strategy and Policy Department, on operational policies and procedures; and leading capacity development efforts for effective delivery.

Job Purpose

The Senior Portfolio Management Officer (i) leads the planning and execution of project and portfolio management (PPM) work; (ii) provides support and advice on PPM to operations and non-operations departments and engages the department's clients to ensure their requirements to deliver improved project implementation and portfolio management are met; (iii) serves as focal point to help prepare portfolio reports like Annual Portfolio Performance Report, Statement of Operations and facilitates and conducts capacity building activities with ADB staff; (iv) provides Management with advice/options to address key PPM issues; and (v) helps to coordinate budget and administrative issues of PFPM. The incumbent will report to Director, PFPM and/or Designated International Staff and may supervise administrative staff.

Responsibilities

  • Takes the lead in the portfolio management work, including providing: (i) project and portfolio management support to operations and non-operations departments; (ii) support to the preparation of the quarterly Operations Review Meeting and Annual Portfolio Performance Report that reports and analyzes overall ADB's portfolio performance and related issues; (iii) high quality PPM information to user departments and Management on time; (iv) Technical Support in the development and definition of ADB's project performance indicators; (v) technical support in the development of portfolio indicators into broader country performance metrics; (vi) technical and analytical support in the development of relevant operational performance indicators; and (vii) managing project and technical assistance performance reporting systems, and the monitoring of existing systems/dashboards to ensure regular and ad hoc information requirements are met.
  • Acts as PPFD focal point for liaison with user departments and providing advice to PPFD Management to ensure smooth implementation of parallel performance reporting systems; and coordinates and provides advice to user departments on the interpretation and application of the Project Administration Instructions.
  • Contributes to the review of corporate documents, business processes, and staff instructions.
  • Contributes to the Sovereign Operations IT project meetings and provides technical advice to ensure the system meets user department's requirements; provides technical advice to ensure systems are updated and consistent with ADB business processes; provides technical advice and oversees the design and testing of ADB systems that interface with PPFD's management information systems; and leads the discussion and development of management information system/report covering key portfolio indicators to provide Management and user departments with relevant information to manage their portfolio.
  • Monitors and oversees quality assurance on the preparation of statistical data for ADB brochures, fact sheets, publications, country portfolio reviews, periodic and ad hoc reports to the Board, Management, operations and non-operations departments; oversees the requirements and preparation of quarterly and annual portfolio performance reports; and provides guidance in the application of effective presentation methods for all PPM reports.
  • Facilitates in Training Programs for ADB staff responsible for PPM.
  • Oversees and contributes to policy review and streamlining PPPM-related Project Administration Instructions.
  • Provides advice and guidance on the conduct of special studies, including: (i) supervising the retrieval and organization of data; and (ii) reviewing and resolving problems relating to portfolio statistics, and innovative information Analysis and presentation techniques; and contributes actively in and provides technical support for PPPM related working groups.
  • Provides guidance and manages the workload of the PFPM teams.
  • Reviews job descriptions and work assignments of the team.
Assists in budget monitoring and staffing requirements of the team.

Qualifications Relevant Experience & Requirements

  • Bachelor's degree in Accounting, Business Administration, Engineering preferably with Master's degree or equivalent
  • At least 10 years relevant experience in project portfolio management and research-related activities; and at least 5 years of supervisory experience
  • In-depth knowledge of project and portfolio management practices and procedures
  • Experience in the preparation of reports and publications for various internal and external ADB audiences.
  • Exposure to ADB's procurement and consultant recruitment procedures and systems.
  • Knowledge of computer applications adapted by a multilateral organization and familiarity with the existing database management systems and other similar systems.
  • Effective report-writing and communication skills in English.
  • Highly skilled in dealing with ADB professional and national staff, and the ability and confidence to negotiate with imminent self-employed specialists and consultants
  • Strong analytical, communication and interpersonal skills
  • Experience in guiding/mentoring junior officer/analysts in producing high quality outputs within inflexible timeframes.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
