Job Description
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. The Strategy, Policy and Budget (SPB) Department is responsible for developing and monitoring the implementation of AIIB’s strategic agenda; developing and supporting the implementation of the operational policies and procedures for AIIB’s infrastructure investment portfolio (non-treasury), including the Operational Policy for Financing (OPF); environmental, social, procurement and Financial Management; and overseeing compliance with AIIB’s operational policies and procedures.
The AIIB Board of Directors has recently approved a Results-based financing (RBF) modality in the context of updating its Operational Policy for Financing (OPF) as part of broader efforts by the international development community to make Development Assistance more effective by focusing on results. The objective of the RBF is to promote sustainable development and support borrowers in strengthening institutional capacity and improving the effectiveness and efficiency of government programs and expenditures. The RBF also provides an opportunity for enhanced partnership and Coordination among development partners by harmonizing their support for the same government program.
SPB is looking for a dynamic, adaptable, high performing Senior Operations Specialist to primarily support the Bank’s operational teams in implementing the recently introduced RBF modality throughout project preparation and implementation, and also provide guidance on reviewing the project overall Design and implementation arrangement in working closely with other specialists in the SPB Department. The Senior Specialist will provide expert advice, guidance and support to operational teams on overall aspects of the Bank’s policies and procedures, investment projects and economic and public finance related reviews. They will also play a critical role in building knowledge, delivering training and contributing to Capacity Building efforts on RBF for management and staff.
Responsibilities
• Provide overall guidance and advice on the implementation of the Bank’s RBF. This includes advising AIIB relevant staff on all aspects related to launching and designing of the RBF, and developing relevant guidance and operational manuals.
• Contribute to provide capacity building and develop training materials, and a strategic approach to roll-out the new RBF instrument by AIIB.
• Identify, collect and disseminate best practices and lessons learned; be a subject matter expert and build a center of knowledge on RBF investment operations that can be shared across the Bank.
• Develop and maintain close working relationships with other development partners on RBF-related policies and approaches and keep abreast of trends.
- Contribute to SPB’s advice to the Investment Committees on project proposals and project documents.
Qualifications
- Master’s degree or PhDin a relevant field (e.g. international development, international relationship, public policy, economics, public finance, etc.)
- At least 8 to 10 years (minimum) of relevant experience working in multi-lateral Development Banks (MDBs)
- Extensive experience developing MDB investment projects, policies/procedures/processes, and staff/client capacity
- In-depth knowledge and extensive experience in developing RBF policies and operations in an MDB
- Strong knowledge and understanding of the preparation and implementation review of Development Projects; experience in leading the development and delivery of a development project
- Experience in identifying knowledge and training needs, in organizing and delivering learning events and programs
- Work experience in several AIIB client countries a plus
• Good team player with strong interpersonal skills, and ability to work across organizational boundaries to achieve consensus and results
• Track record of commitment to work in a respectful, team oriented and multi-cultural environment and international environment
• High sense of integrity, ethics and accountability
• Ability to adapt and work under tight deadlines.
• Fluent in oral and written English.
