Job Overview:
The Senior Monitoring Specialist will play a crucial role in leading and managing all monitoring activities under the Monitoring, Evaluation, and Learning (MEL) Platform contract for USAID/Mali. This position is full-time and based in Bamako, Mali, for the duration of the project, which runs from November 2022 to November 202
  • The MEL Platform aims to provide technical and Advisory Services to Design and implement various monitoring, evaluation, and learning activities. The specialist will be responsible for ensuring that monitoring activities are conducted effectively, including third-party monitoring (TPM), and will work closely with USAID/Mali staff, implementing partners, and other stakeholders to generate empirical data that supports informed Program Management decisions and enhances evidence-based programming.

Duties and Responsibilities:
The Senior Monitoring Specialist will lead and manage all monitoring activities, which include conducting site visits, beneficiaries’ surveys, public opinion polls, and overseeing Data Collection and repository management. The specialist will design, manage, and coordinate the technical aspects of the MEL Platform contract's first component, ensuring that all monitoring activities are compliant and of high quality. Responsibilities also include supervising and coordinating with long-term project staff and consultants, maintaining Component One trackers, preparing reports for project meetings, and producing weekly updates and quarterly progress reports. The specialist will also coordinate with the Chief of Party (COP) and other component leads to ensure timely submission of deliverables.

Required Qualifications:
Candidates must possess a Master’s degree in development or a related field such as Economics, Evaluation Sciences, Political Science, Public Administration, or Business Administration. They should have general professional proficiency in both French and English (ILR level 3), with knowledge of other Malian national languages being preferred. Additionally, candidates should have at least eight years of relevant monitoring experience in international development programs, particularly in non-permissive environments, and at least five years of experience managing monitoring and evaluation teams and data collection firms. Experience in third-party monitoring management and developing TPM tools is also required, along with a demonstrated ability to engage in data collection and Analysis.

Educational Background:
A Master’s degree in a relevant field is required for this position. The degree should be in development or a closely related discipline that equips the candidate with the necessary skills and knowledge to effectively manage monitoring and evaluation activities within the context of international development.

Experience:
Candidates should have a minimum of eight years of relevant experience in monitoring within international development programs, particularly in challenging environments. They should also have at least five years of experience managing teams focused on monitoring and evaluation, as well as experience in third-party monitoring management. This level of experience is crucial for ensuring the successful execution of monitoring activities under the MEL Platform contract.

Languages:
Proficiency in French and English is mandatory, with candidates expected to demonstrate general professional proficiency (ILR level 3). Knowledge of other Malian national languages is considered an asset and is preferred for this position, as it may enhance communication and engagement with local stakeholders.
