I. Position Information

Position grade: G6 Duty station: Guyana Job family: Department of emergencies Organizatinal unit: 10013851 Reports directly to: Project Coordinator -20065002 Number of direct reports: 0 II. Organizational Context and Scope

Since 2017, with the continuous outflows from Venezuela, inter-agency preparedness and operational activities to respond to growing needs of Venezuelan migrants and refugees in several American countries have scaled up. A Regional Refugee and Migrant Response Plan (RMRP) was developed in close Coordination with country-level actors and coordination structures. The Plan seeks to provide a holistic and comprehensive response, complementing governments’ priorities and plans.

Under the overall administrative supervision of the IOM Chief of Mission in Guyana and functional supervision of the Project Officer, The successful candidate will provide the country office with support with a specific focus on reporting by assisting with the drafting and reviewing process in coordination with the Caribbean Sub-regional Coordinator Officer in Port-of-Spain. These tasks will be in line with IOM’s Project Development and Implementation (PDI) policies and procedures, Results Based Management (RBM) principles, and donor requirements; as well as be in the context of the Global Compact for Migration (GCM) and the Sustainable Development Goals (SDGs) III. Responsibilities and Accountabilities

  1. Gather information of migrants in Guyana, Aruba and Curacao in order to support in the final design of the questionnaire in coordination with DTM team located in IOM HQ in Geneva.
  2. Suggest, participate in the development of and support technology solutions for Information Technology (IT)/ database-related support in the country office in line with ITC policies and standards.
  3. Organize the DTM Training Courses for the enumerators to facilitate the understanding of the questions and the quality of the data.
  4. Coordinate with DTM team in HQ to define the information products
  5. Prepare a detailed work plan to monitor the completion of the activities within the estimated time.
  6. Monitor the Data Collection process, including codification, storage and transfer of the data, as well as process and Analysis of the data compiled locally.
  7. Verify the data collected to ensure the consistency of the questions and answers.
  8. Analyze the collected data with the support of secondary information in the country
  9. Draft the country reports by using the analyzed data.
  10. Prepare the dissemination plan of the information products by ensuring adherence to IOM’s data protection policies.
  11. Implement the proper backup/restore, data validation and security procedures to assure data integrity and availability, including mechanisms for the identification of repeated registrations from different sites or locations.
  12. Collect, process and analyse data collected for the Sub-Regional Platform in coordination with supporting agencies from Guyana, Aruba, Curacao, Trinidad and Tobago and Dominican Republic.
  13. Providing training of all stakeholders on Information Management tools used by the Sub-Regional Platform for the Caribbean.
  14. Report on data collected during the implementation of activities through IOM and the Caribbean Sub-Regional Platform monitoring and reporting tools.
  15. Perform such other duties as may be assigned.
IV. Required Qualifications and Experience Education

  1. Completed university degree from an accredited academic institution, preferably in computer sciences or a related field;
  2. Four years of relevant professional experience in development using two or more of the following tools: C#, Visual Basic, Java, SQL for web-based application.

  • Experience in designing and developing databases in SQL Server or MySQL, and Data Analysis an reporting using tools such as PowerBI, Microsoft Excel, or Report Builder;
  • Experience in producing information products utilizing tools such as Adobe InDesign, Adobe Illustrator or Microsoft Publisher.
  • Experience in planning and delivering end-user training, IT Administrator training and undertaking information systems support;
  • Experience in producing analytical reports using large datasets including geodata.

  • Excellent written and oral communication skills;
  • Sound knowledge and experience in project coordination, implementation as well as monitoring and evaluation experience in liaising with representatives from government departments on issues related to policy, management, procedures and training.
  • High level of computer literacy, in particular mastery of all applications in the Microsoft Office packages;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs;
  • Prior experience of working in the field of migration, preferably with vulnerable migrants and refugees;
  • Prior experience working for IOM, a UN agency or another international organisation will be an advantage.
