Job Description

Organizational Setting and Work Relationships The Senior IT Assistant will work under the direct supervision of a Senior Officer and the technical supervision of an IT Officer at Sub/Branch/Multi-Country office level. The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom Operators in the offices in the area of coverage. S/he has working relationships with UNHCR staff members in the office and other offices within the country of assignment as well as with staff of UN agencies and other UNHCR partners within the area of responsibility (AOR) to exchange information and to provide assistance.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Assist the office in implementing set standards for applications that meets the needs of the users and supports the overall Information and Communication Technology.

- Monitor and maintain the LAN, Network Servers, Routers, Printers, LAN Points, Switches, Patch panels, Access points, HF and VHF bases, HF and VHF relay stations, Satellite Modem¿to prevent faults occurring.

- Carry out missions for new installations and routine maintenance tours of ICT equipment.

- Ensure that ICT problem recovery is done as quickly as possible and make regular system back-ups.

- Assist with the installation of the software packages, basic repair/maintenance of computer hardware, HF and VHF equipment.

- Train UNHCR staff on email system, utilization of VHF handhelds, telephone system.

- Add and remove users from the Networks.

- Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.

- Draft mails and memoranda on ICT matters.

- Assist in the drafting of technical documentation on radio equipment operating procedures - Certify invoices and delivery notes and pass for payment.

- Evaluate needs for upgrading and eventually replacing ICT equipment in the field, to meet with UNHCR standards.

- Select the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted.

- Carry out administrative duties, within the area of competence as assigned.

- To decide on appropriate resolution to incidents.

- Escalating incidents where they cannot be resolved at the office level - Perform other related duties as required.

Human Resources Kinshasa (Codkivac@unhcr.org) Yakoma Recent security incidents on the sidelines of the December 2020 presidential election in the Central African Republic (CAR) have led to significant population movements into the DRC; since December 24, 2020, the provinces of Nord-Ubangui, Sud-Ubangui and Bas-Uele have received 99,053 Central African refugees according to local authorities and the Congolese Immigration Services.

This group of refugees is mostly women and children under 18 years of age dispersed in at least 49 generally landlocked sites across the 3 provinces covered by the Gbadolite Sub-Delegation. They are in addition to a population of 173,731 Central African refugees who arrived between 2013 and 2017, and who are themselves scattered throughout the three provinces in the Gbadolite Sub-Delegation's area of intervention.

Some of the Central African refugees are settled in camps (about 35%), but the majority live off-camp, alongside a host community with whom they have always lived peacefully. Although access to these populations remains a major challenge and their needs are multiple, contrasting with the virtual absence of multisectoral care services in the reception sites, they nevertheless benefit from multi-sectoral protection and assistance.  While the Sub-Delegation ensures the implementation of its strategy to empower these groups of refugees by reducing their dependence on food aid. The UNHCR is also involved in managing the recent and ongoing influx of Central African refugee women through the establishment of an Emergency program in their favor and the coverage of their Basic Needs.

Yakoma is one of the cities in the province of Ex-Equateur. It is important to point out that a bloody armed conflict occurred in southern Ubangi from 2009 to 2010 following a dispute over the exploitation of fishing logs. The conflict pitted the Enyelle rebels (LOBALA) against the BOBA communities in the Dongo sector (240 km southwest of Gemena) and forced more than 200,000 people to flee their homes to seek refuge in neighboring countries (CAR and Congo -Brazza) while several others were killed. or injured and their homes set on fire. Most of the Enyelle fighters to whom belonged had previously been members of Mobutu's army and the MLC rebel group. The withdrawal of MONUSCO from the provinces of Ubangi (North and South) in 2014 created a security vacuum in an area where the Congolese National Police (PNC), local governments and judicial systems have difficulty responding effectively to security. , public service, and justice needs. for the benefit of returnees and populations.

Road infrastructure is extremely poor and travel between cities is possible by air. The few passable tracks are in dilapidated conditions, posing a credible threat to road users. In addition, due to the existence of several watercourses, the crossing between the North Ubangi and the Bas-Uele is done by makeshift means of transport (canoes), thus posing several risks for staff and partners. of UNHCR. Medical facilities are inadequate and flights to and from Yakoma are provided once a week by UNHAS and the planes are not equipped for night operations (MEDEVAC).

Sharing a border with the Central African Republic, the region experiences frequent and regular arrivals of refugees. Until the conflict in CAR is resolved, the presence of staff to assist refugees near the border requires mitigating measures in terms of health (mental and physical) as well as security measures.
