Job Overview:
The position of Risk Management Expert involves conducting a comprehensive evaluation of the construction and maintenance work of UNRWA's Infrastructure and Camp Improvement Programme (ICIP). The evaluation will assess the quality of school construction and its impact on education, focusing on processes and systems that provide generalizable findings for the programme. The expert will be responsible for integrating risk assessment into the evaluation methodology, conducting desk reviews, and participating in Data Collection through site visits and interviews. The role requires collaboration with the Evaluation Division and the Evaluation Team Leader, contributing to the drafting of reports and providing Technical Support throughout the evaluation phases.
Duties and Responsibilities:
The Risk Management Expert will undertake several key responsibilities, including: 1. Conducting a desk review of risk assessment integration in UNRWA construction and maintenance work. 2. Updating the inception report and integrating risk management assessment methodologies. 3. Participating in data collection through field visits and interviews with stakeholders. 4. Providing technical support and guidance to the evaluation team on risk management aspects. 5. Contributing to the Analysis and discussion of findings to reach preliminary conclusions and recommendations. 6. Participating in meetings and workshops to discuss evaluation results and contributing to the drafting and finalization of the evaluation report.
Required Qualifications:
The minimum qualifications for this position include an advanced university degree (master’s or equivalent) in business Administration, international affairs, political science, risk management, Law, or a related field. Candidates must have at least eight years of professional experience in risk management, particularly in construction and maintenance projects, with a minimum of two years of international experience outside their home country. Prior experience in assessing risks associated with construction work, including financial, environmental, safety, and security risks, is essential. Experience in UN or humanitarian Field Operations is also required.
Educational Background:
Candidates must possess an advanced university degree (master’s or equivalent) from an accredited educational institution in relevant fields such as business administration, international affairs, political science, risk management, or law. This educational background is crucial for understanding the complexities of risk management in construction and maintenance projects.
Experience:
The position requires a minimum of eight years of professional experience in risk management, specifically related to construction and maintenance projects. Candidates should have at least two years of international experience outside their home country, demonstrating their ability to work in diverse environments. Experience in assessing risks associated with construction work, including financial, environmental, safety, and security risks, is also necessary. Familiarity with UN or humanitarian field operations is highly valued.
Languages:
Excellent communication skills in English are mandatory for this position. The ability to speak Arabic is considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes:
The consultant is expected to work between November 2024 and March 2025, contributing up to 20 days to the evaluation. The evaluation report is to be finalized by March 2025. The position is home-based, and there is no fee charged by the United Nations at any stage of the recruitment process. Candidates should have no previous involvement in activities related to UNRWA’s Infrastructure and Camp Improvement Programme.
