Job Overview:
The Risk and Compliance Manager will play a crucial role in leading the Country Office's (CO) efforts to manage risks effectively and promote a culture of Risk Management. This position involves ensuring compliance with regulations in high-risk areas, addressing issues related to Protection from Sexual Exploitation and Abuse (PSEA), Data Protection (DPR), legal matters, and complaints management. The manager will support the Country Management Group (CMG) and the Director" id="link" class="link">Country Director (CD) in identifying, assessing, and controlling risks within CO operations, conducting compliance checks, and reporting on compliance issues. The role also includes advising in-country function leaders on compliance improvement measures and ensuring that Standard Operating Procedures (SOPs) align with policies and regulations.
Duties and Responsibilities:
The Risk and Compliance Manager will be responsible for a variety of duties, including but not limited to:
- Identifying and assessing risks in CO operations and ensuring compliance in high-risk areas.
- Conducting regular compliance checks and reporting to the CD and CMG.
- Maintaining and updating CO registers such as the Risk Register and Waiver Register.
- Advising and supporting in-country function leaders in implementing compliance measures.
- Ensuring SOPs are coherent and aligned with NRC policies.
- Establishing mechanisms for reporting and processing complaints related to staff behavior.
- Providing training and support to CO staff on risk management and compliance.
- Contributing to the development of NRC’s Risk Management framework.
- Monitoring compliance through spot checks and field visits. 1
- Supporting program and finance teams in audit preparations and acting as the focal point for Internal Audit. 1
- Preparing monthly compliance and risk reports for submission to the CMG. 1
- Conducting Anti-corruption training sessions and leading investigations as needed.
Required Qualifications:
Candidates must possess a minimum of 5 years of experience in compliance, auditing, or risk management functions, or as a Senior Manager in the humanitarian sector. They should have knowledge of the international regulatory context applicable to International Non-Governmental Organizations (INGOs) and skills in safeguarding, accountability to affected populations, or Code of Conduct matters. Familiarity with the regulatory context in Palestine is advantageous. Candidates should also demonstrate leadership skills with documented results relevant to the position's responsibilities.
Educational Background:
A relevant educational background is required, typically including a degree in a field related to risk management, compliance, auditing, or a similar area. Advanced degrees or certifications in these fields may be preferred.
Experience:
The position requires a significant level of experience, specifically a minimum of 5 years in roles related to compliance, auditing, or risk management. Experience in the humanitarian sector is highly valued, particularly in managerial capacities.
Languages:
Fluency in English, both written and verbal, is mandatory. Knowledge of Arabic is considered desirable, enhancing communication within the region and with local stakeholders.
Additional Notes:
The position is based in Jerusalem, Palestine, with a contract duration of 12 months, subject to performance and availability of funds. The role requires a minimum of 50% travel within Gaza and the West Bank, which are operational areas for NRC. The salary is graded at level 9 on NRC’s salary scale, with accompanying terms and conditions.
