The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for Food Security, Agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

Reporting Lines

The Consultant will work under the overall supervision of the Regional Programme Leader, the direct supervision of the National Programme Monitoring, Evaluation and Reporting Officer, in collaboration with the Senior Field Programme Officer and National Planning and Coordination Officer.

Technical Focus

Improvement of monitoring and evaluation (M&E) framework and strengthen results based management (RBM) approach in light of the following evaluation and audit recommendations prepared by FAO Office of Evaluation and FAO Office of Inspector General.

Recommendations of the Synthesis of FAO Evaluations 2014-2019 in Europe and Central Asia Region, including to:
  • Improve the existing accountability framework at regional and thematic level, making it fully comprehensive and consistent and ensuring that all projects are based on a robust theory of change;
  • Implement a consistent and comprehensive monitoring and evaluation system at national, regional and corporate level; strengthen the capacities of regional and sub-regional offices to provide backstopping support to FAO country offices in project formulation and resource prospecting;
  • Ensure that all projects include a robust exit strategy, shifting the attention to strengthening institutions as well as facilitating cross-learning, spreading knowledge across the region and capitalizing on FAO’s technical expertise to engage with strategic partners.

  • Evaluation of FAO’s Technical Cooperation Programme (TCP);
  • Audit of the Technical Cooperation Programme (AUD 2020);
  • Audit of the Project Cycle.

Finally, FAO also pursues a Country Office Transformation (COT) process with the objective to develop an adaptive Business Model to ensure effective and efficient operation of decentralized offices. This process also touches the recommended areas and will be linked to the consultancy.

Tasks and responsibilities

  • Review the above mentioned evaluations, audits and assessments as well as REU’s related capacities including structures, processes, practices and tools available both at the regional and country levels
  • Organize internal brainstorming session/workshops as well as interviews to collect internal views and suggestions
  • Explore the tools and systems developed by other regions and the ongoing initiatives and changes planned at HQ level
  • Propose operational and feasible solutions to address the recommendations of evaluations, audits and assessments, indicating the expected short term effects (by 2022) and long term impacts, assessment of the sustainability of the proposed solutions
  • Prepare a proposal for a M&E System/Framework for REU and country levels in line with the recommendations
  • In line with the proposed operational and feasible solutions, provide RBM and M&E trainings and prepare related training package for relevant staff members

Minimum Requirements

  • University degree in agriculture, economics, management and/or related discipline;
  • 12 years of relevant experience in RBM, M&E related tasks (Consultants), 15 years (PSA Subscribers);
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian (Consultants); working knowledge of English (PSA Subscribers)

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Strong verbal and written communication skills;
  • High standard of computer literacy.
Selection Criteria

  • Experience in the Design/development and implementation of RBM and M&E structures in international organizations, preferably UN Agencies, also in context of the Sustainable Development Goals (SDGs);
  • Experience in establishing M&E systems in subjects related to the mandate of FAO.
  • Specialized certificates in RBM and/or M&E would be an advantage (PRINCE2, PMP, etc.);
