Job Overview:
The position of Responsable Suivi, Évaluation, Redevabilité et Apprentissage (MEAL) is crucial for the Design and development of effective monitoring, evaluation, accountability, and learning systems in line with ALIMA's procedures. The role involves ensuring that projects and programs are functioning correctly to meet set objectives. The MEAL officer will oversee the operationalization of Monitoring and Evaluation systems, develop appropriate Data Collection methodologies, and ensure the availability of reliable data for reporting to donors and stakeholders. This position requires collaboration with various teams and the ability to analyze data to produce insightful reports.
Duties and Responsibilities:
- Develop and operationalize monitoring and evaluation systems for all projects, including creating mission plans for evaluations and ensuring data collection methodologies are implemented effectively.
- Analyze MEAL data and produce reports and statistical presentations.
- Ensure the availability of reliable data for donor reporting and contribute to proposal development.
- Establish a clear MEAL framework for each project and develop performance indicators.
- Manage the MEAL team, ensuring they understand their roles and responsibilities, and provide necessary training and support.
- Facilitate the effective functioning of the beneficiary complaint management mechanism.
- Support the development and management of national data systems and facilitate training for non-MEAL staff on data usage.
Required Qualifications:
Candidates must have at least 2-3 years of experience in Project Management, monitoring, and evaluation. A background in participatory evaluations and project cycle management is preferred. Strong communication skills in both written and spoken French are essential, with English being an asset. Proficiency in data Analysis software such as Stata, SPSS, or Epi-Info is required, along with experience in mobile data collection tools. Candidates should demonstrate strong analytical, synthesis, and writing skills, as well as the ability to prioritize tasks effectively.
Educational Background:
A higher education degree in Statistics, Epidemiology, Computer Engineering, Project Management, Public Health, Social Sciences, or a related field is required. Candidates should have a solid understanding of Data Processing software and experience in developing data collection tools.
Experience:
The position requires a minimum of 2-3 years of relevant experience in project management, monitoring, and evaluation. Previous experience in a similar role is highly desirable, particularly in humanitarian settings. Familiarity with participatory evaluation methods and project cycle management is also beneficial.
Languages:
Fluency in French is mandatory, while proficiency in English is considered an asset. Knowledge of local languages may also be advantageous depending on the project location.
Additional Notes:
The contract is for a fixed term of 3 months with the possibility of renewal. The position is based in Goma, with potential travel to other districts. The salary is based on ALIMA's salary scale, taking into account experience and includes a daily per diem. ALIMA provides shared accommodation, health insurance for the employee and their dependents, and covers internal travel costs.
